Intelligence unit investigates an escalating gang war but because of the rising danger in the neighbourhood even the innocent are scared to cooperate with the police.
Season 5 Episode 1 "Reform"
Halstead, who has been partnered with new team member Hailey Upton, has to deal with Erin Lindsay's departure and the news that she will not return. Burgess returns from her leave and the Intelligence unit investigates an escalating gang war that involves the accidental death of a young child. Voight seeks help from Antonio Dawson and later asks him to return to Intelligence full time.

This sums up some issues quite nicely. The first fella assuming the police are wrong and covering themselves (and also spreading the misinformation). And the 2nd part where the police would rather escalate the situation and ask fir forgiveness rather than create a calm situation.

The issue is firearms, it takes just seconds for someone to pull out a gun and shoot you, the situation was Highley volitile so both the suspect and police officer are scared of being shot which creates a hostile environment. This is the same for real life in America its fear that drives volitile situations and that drives the negative narrative.

@@justdan8523 ^ Just the potential existence of a firearm in every situation already sets the default at 50 in the scale of 1-100. De-escalation is that much harder when everyone is thinking "That guy's got a gun and I'm in danger." 2nd amendment really ain't doin' any of y'all favors at this point. Those 5 "feel good" stories about someone fighting off a home invader is comin' at the cost of hundreds of deaths a year.

The problem being that, in the US as it is now, forgiveness would not be forthcoming, only riots. That's why you have to dial it down a *lot* in a situation like this.

Rain 1) not a real cop 2) with all this hate towards cops I think that it’s reasonable to be cautious. It’s better to apologize after than be shot and killed And 3) if you’re supposed to assume that everyone has a weapon, 90% of the cops that get killed are because they didn’t assume.
