It's from the Disintegration era. My guess is it just doesn't fit anywhere on the album (it would have shifted the mood and flow quite a lot), so my assumption is that's why it was a b-side. It's suuuuuuuuuch a good song though, and I agree it deserved to be a single of it's own!

One of the FEW B-Sides Robert will play Live. I think, Live, it would have been better at a slower tempo with more feeling - but that's just my ear listening to the song and lyrics.
