This is like a similar situation with the Lords of Order and The Lords of Chaos, they needed certain individuals who met their criteria, to act as their avatars in the mortal world. Nabu aka Doctor Fate for Order and the witch boy for Chaos. In this case, Barry is the avatar for the positive force and Thawne for the negative force and did it pick the perfect socio/psychopath avatar for itself.

So Thawne never created the Negative Speed and Still Forces, they were always there. Since the universe requires balance that would mean all 4 Pos and Neg were around sine the dawn of time. Maybe before s7, Speed Nora wasn't aware of either of them until her rebirth which some how took Still, Strength, and Sage along and made them relatable.

The show turned from a cool crime solving superhero show to a show about characters over explaining things and sharing the spotlight with everyone even side characters. It’s bitter sweet to watch. It would be nice if they returned to the roots of crime solving and letting the hero be the hero. No need to give participation 🥇 awards to every character.
