A regime is democratic if it allows citizens to control its leaders and also to oust them without resorting to violence. Karl Popper presented this theory in several works including The lesson of this century1 and All life is problem solving2. In a democracy, the problem is not to know “who should govern” but “how to prevent those who have power from abusing it”. The people have the power and the duty to evaluate the leaders, but it is impossible for everyone to lead at the same time;
In his book "The Beginning of Infinity", David Deutsch recalls that any democratic system consists in facilitating "the elimination without violence of bad policies and bad governments".
