i thought that was the case. i was lead to believe that what brook saw in act 1 of wano when is said "ponegliff?" in the basement of orochi's little party, he didn't actually see a ponegliff, but he saw oden's logbook which was written in the same language, which brook would reasonably mistake for a copied ponegliff.

If he came back stronger I wouldn’t see him being above the level of Sanji without his raid suit.

Knowing that the power slowly corrupted the WG, Joyboy stole the weapons and hide them and create the poneglyphs. Edit: By WG here I also refer to the alliance of the 20 kingdoms that create the WG today.
