To be fair 250k is literally a pittance for a decent start up with scaling like a website. Yes you could start slow but you'd get absolutely blasted for saying "website won't be great but will be fine £20,000 - then advertisement - whole thing £40k"

When you start a business with your own money it makes you more resourceful. It shouldn't cost you more then £1,000 to get an ecommerce website up and running. How you do this is by hiring freelancers to do the things you haven't mastered yourself yet, so you can get moving and launch. The most important thing to do before you launch is to Beta test the whole process yourself so you know how long it takes payments to process what the fees are and the issues you may run into that you haven't thought about for example if the payment takes 5 days to reach your bank/business account and you have to pay for distribution costs have you got enough money in the account to cover the orders to do that. Also by Beta testing the whole process it will show you what the order forms look like that get sent to the customer so you can then make improvements if you need to.
