This video talks about how a City like Baltimore tries to over come bad living conditions. It start out on how City Officials finding motivation in a student's paper. As a result, City ordnances were redraft, a housing court established, enforcement became a priority, and a community outreach was established. This video is in the Public Domain. I love these old films. This one shows how to get free ice cream and how well-meaning government when not backed up by the community fails miserably in the long run.

The only thing that could be accomplished was getting rid of the out houses in the alleys. Generations of slum lord families still own the slums and occasionally pay fines to a corrupt City Hall. Nothing changes but the money keeps circulating. Slum lords and City Hall got a good thing going for them. I was told privately by an official at City Hall that he and his colleagues enjoy "living the country club life." They wouldn't change a thing, and all they have to pay is lip service.

At 15:09, I noticed a paint can "1819 Biddle." A quick search with Google Street View shows mostly boarded up housing at 1819 E. Biddle today...

E. Biddle has long been an area of extreme crime and blight. I had a childhood friend who lived in that area in the 80’s who had been caught in the crossfire of bullets and shot.

Ill never forget Koontz dairy , Rices bread , Bonds bread trucks delivering milk and bread during the 60s . The Good Humor trucks ringing their bells as us kids would yell , Wait a minute ! Good ol Baltimore in its last good days.

Compared to the Baltimore ghettoes of today, this 1953 ghetto seems like an enchanted neighbourhood. Wonder if the name of the street was Barbary Lane? (Tales of the City Reference)

It’s still true today as it was back then. You CANNOT give someone out of poverty. You can only give someone an opportunity to do it themselves. This country is so stupid it’s unreal. We’ve known for millennia that some people are just more responsible than others. I don’t care if you give everyone $10,000,000 each, within a few years many will be back in poverty. It’s not even a question of equal treatment, it’s a question of variability. No matter what you do, some people will be poor. THAT IS A FACT!!! All these programs do is make people dependent on the government. Then they have the nerve to call it “The Independence card”. Has there ever been a bigger oxymoron.

Wow that Baltimore plan really has worked out nicely. Look how beautiful all the homes are now and how friendly all the people are. What a wonderful place we’ve all grown up to know and love. Thank you to everyone involved. Glad I got the hell out of there and moved west. Took me almost 30 years but no more Crabs in a basket lifestyle for me

It’s interesting that finances for repairs fell into the hands of tenants when originally the slumlords were the ones challenged in court to respond to violations. Why didn’t they either collect from the slumlords or from the city? Why loans, when occupants weren’t responsible for damages in the first place ?

Black and white kids used to get along but the liberals didn't like it because it didn't fit their narrative so they invented racism. Someone should remind those folks that slavery, lynchings, the KKK, Jim Crow laws, and the modern welfare state are all products of the Democrat party.

Poverty was indeed a problem then. Caused a lot of blight. The problems now are mainly due to drugs like crack cocaine and gang activity. And welfare in the 60’s which took the fathers out of the homes and allowed people to become lazier and not have any incentive to ownership.

They rebuilt all of those houses with led paint and tainted cheap materials. Folks got really sick, which created a whole new problem. SMH...

T Ellerbe And that on top of asbestos laced plaster that crumbles and gets in children's mouths...plus the lead from car emissions in the air & soil where children played. We cannot imagine how poisoned city kids were...all colors back then...and the many diseases brought on by it, still affecting bodies & minds. And now the black men are giving up trying, and giving in to their worst impulses...followed by jobless of other races...white & brown etc. Its a bad bad bad world after all. and NOT God's fault either...its man's mess!!!

I have been renovating houses in Baltimore City for 45 years and most of the destruction, and trash to houses is done by the tenants, their children and street gangs. Teens having babies, guys not going to school for an education and hanging on street corners selling drugs. Help yourself and quit blaming the system for failures in your life.

Good liberal propaganda film. How did it work out? I was talking with some black VA coworkers from the Bmore suburbs the other day about HUD forcing people from the inner city on the middle class areas to majority white neighborhoods. I had assumed they would be for it. One guy said his family had moved to the suburbs in the sixties to get away from the crime and would move further out if "they" ruined his neighborhood. The other guy was from Kenya and said he wanted to "shoot those n*" who were taking over the playground after school. He said he had to take his daughter to the hospital because some teens had pushed her off the jungle gym and recorded it on their iphones. I jokingly called him a racist. He said because I was mixed I did not "know about n*s." Only in America.
