Well what makes the questions 'easy' is that they predominantly have two or three popular answers. Essentially, the more points an answer is worth, the easier it is to guess.

So the 'easiest' answers are often excluded, because those are the ones where the top answer is worth 50-60 points. You need some of the ones where the #1 answer is worth less than 30 to make sure that the overall total is under 200.
