Even Batman himself said that he could be even better than him if he wasn't that way. Also fun fact: Riddler has been a good guy for a while, solving criminal cases and sometimes helping Batman as well.

I can recognize my dad even when he's wearing a mask and cap, and different clothes than usual. You get accustomed to the smallest things, which you don't even know, and which you're surprised at when you do. There's a line in a movie called 'War' starring Jason Statham and Jet Li. Statham's character is after Li's character who's a Triad assassin that has multiple plastic surgeries done on him, his latest being Li, and when he meets him, he says, "You can change your face many times, but it's the eyes, the eyes don't lie." So yeah, in his last moments Falcone may have had a moment of clarity in recognizing Bruce.

@@sup3414 I meant from story and direction point of view. Falcone and his family has more story in comics than what is shown about him regularly in movies. He must have been included in atleast 3 movies. For me, bringing up penguin on top of ranks this quick is not justifiable for the Falcone character. I mean...They didnt even show Sal maroni and Falcone competing.

It’s symbolic. Falcone represents the old days of crime in Gotham (gangsters, corruption, etc), and when he dies so does that kinda of criminality dies with him or becomes less prevalent and is replaced with the psychotic and theatrical kind of criminals.
