Ron, I can tell you with the red and blue lights in the state of Alaska they’ll make you take them down. I had the strobes on my building to grab attention in 2012. They were outlawed soon after that

Have you thought about using ICF for your forms? That way you get the benefit of insulation/soundproofing when you cast something in place. These could be used for underground or in-home safe/shelters.
