The Union Cabinet has cleared the Citizenship (Amendment) Bill that seeks to grant citizenship to non-Muslim refugees from Pakistan, Bangladesh and Afghanistan if they faced religious persecution there. The bill seeks to amend the Citizenship Act, 1955, in order to grant Indian nationality to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who come to India after facing religious persecution in Bangladesh, Pakistan and Afghanistan. Over the past weeks, the home ministry has held marathon talks with leaders and stakeholders. A large section of people and organisations in the northeast have opposed the bill. Congress, Trinamool Congress, Communist Party of India (Marxist) and a few other political parties have been steadfastly opposing the bill, claiming that citizenship can't be given on the basis of religion. The bill to amend the Citizenship Act, 1955, is likely to be introduced in the Parliament in this session. On this edition of The Big Picture we will analyse the Citizenship Amendment Bill.

worst part is despite him being a BH hindu himself, he is clearly discounting what generations of bengali hindus know, specially the ones who had to leave their land . people like sen are the harbinger of certain generational misery and death of entire civilizations and communities.

Loksabha and rajyabha TV are only two channels one should go to watch if they want a genuine news and discussion. Other news channels can only offer news based upon sensationalization; their hosts are specifically instructed to interrupt the discussion intermittently and make provocative comments just so they generate more TRPs. Even the participants are aware of this fact. Unfortunately, the same couldn't be said for the poor janta. We eat whenever is being fed to us without questioning anyone and anything. It's like one of those wrestling matches where wrestlers are entertainer and performer first, then and only then, are there for fighting their opponents.

Hope for BJP actually....he tries to find some arguable logics and pronounce with utmost conviction....making us feel as if everything is fair..same with his logics for Sabarimala issue....his starting the debate..with the premise that "Two nations theory" is a arguable reality....people of India dont believe in it..those who believed in two nations idea are in Pakistan..some reluctantly stayed in India and finally killed Gandhi for not accepting the two nation theory...I want to live in Hindusthan not Hindu Pakistan...

The NRC was instituted under Secular principles, which is why in conjunction with the Muslims the Hindu's, who could not prove their citizenship, in Asaam were both deemed stateless - that's fair, because its completely secular and therefore applies to all who cannot show they are a citizen of India. A secular, democratic constitution is that which, at its root, enshrines personal freedoms for everyone!*. The cleanest and most effective *test of Secularism under the principles of Freedom to Choose is Religion! Religion is the most personal and spiritual aspect any individual should be absolutely free to make. That's Secularism and that was the test of the NRC in Asaam. The NRC failed precisely because there was uproar in the North Eastern provinces due to the reality of people being linked by Tribe and Religion rather than a National Border, people living on both sides of the border (of the same ethnicity, race, religion, culture, tribe and families) did not want to have an identity card and everyone be checked all the time to see which side of a National Border they belonged, etc. and also families and people moved and wanted to stay for as long as they want without, what they thought, were draconian laws by people not of their tribe/culture. Its why millions of Hindus along with Muslims were deemed stateless in Assam and an associated uproar as a result. The CAB is essentially stating this: Muslims are not welcome in India and the ones in India are hated and should leave and worse India will Potentially Detain You if You cannot show You are who India wants You to be - anything but Muslim. The reason CAB is xenophobic, bigoted, fascist in the context of Anti-Muslim hatred, is because his argument breaks down in the context of Myanmar. A. If this was not about Islam and Muslims, the BJP/Modi would have had to include Myanmar, because the bill is an extension of the Citizens Act, so it must apply to all countries from which people could possibly come and become citizens and reside in India. Myanmar must be included in that, because it shares a physical border with India and the first external country a nation should enact Citizenship against or in the context of, is a bordering Country! That just Citizenship 101. B. If this was not about Islam and Muslims, then the list would have included All Religious minorities that are persecuted period, the secular principles enshrined in the Indian Constitution would be obeyed and India would pass the test of being Secular and Democratic. But the BJP/Modi, named the religions that are persecuted and if they had mentioned, specifically, Myanmar then the persecuted minorities would necessarily have included Rohingya Muslims (who are a, clearly, persecuted minority in Myanmar). There are 40,000 Rohingya in India at the moment, where the BJP government are being taken to the supreme court, because the BJP want to return them, in clear violation of the Universal Declaration of Human Rights which India is a signatory to and therefore is obliged to protect those fleeing death and persecution, which every UN report has shown, is the case for the Rohingya Muslims in Myanmar. C. The arbitrary choice of including Afghanistan over Myanmar is deeply disturbing. The claim is that Afghanistan is a security risk, due to Terrorism from there, via Pakistan. This is flawed logic for two primary reasons: 1. India shares porous borders with Pakistan, Bangladesh, Myanmar that are not or cannot be secured. So including Afghanistan seems to be the case because its a Muslim country and has a minority set that includes Hindu's, specifically, otherwise why choose it over, say Burkina Faso, Syria, Iraq (where Christians and other minority faiths) are persecuted? 2. If threats can arrive to India via Afghanistan, then why not Myanmar? India should be secured against Myanmar too - its virtually unmanned and unregulated. Terrorism and other threats could easily flow from there into India. So the excuse of national security risks does not hold, because if security threats can and do arrive from Pakistan, which is more secure than Myanmar, then it only stands to reason and logic that Myanmar being porous and less secure*, will necessarily make it a ripe target from which National Security Threats to India would come from. But the BJP/Modi cannot include Myanmar because then it throws out the humanitarian grounds of *minorities - see reasons outlined in A and B above. D. The clearest example of the inhumanity of the CAB is what it will do with the Muslims of Assam and then potentially the rest of India - if what Amit Shah says is true that CAB and NRC should be rolled out to all of India. The bill is clearly stating that the BJP/Modi hates Muslims so much that the bill will give a get out clause to everyone in Assam except the Muslims, because they (the Hindus, Sikh, etc,) will simply need to state they fled the neighboring countries due to Religious persecution and since CAB specifically lists them (as being persecuted minorities in those countries - which they are*) they will *all get a path to Citizenship in India and Muslims are left in no mans land, stateless without any representation and rights. If Bangladesh or other countries turn around and state they will not take in any individuals that cannot prove citizenship for their requisite countries... then what happens to the Muslims in India who fall into this category? That is the most scary thing. the *Muslims will have no protections under the Indian constitution because they have no citizenship*. I have looked at this from every angle and I cannot escape the clear reality that CAB is Anti-Muslim to the core and the fact that Myanmar is not included in the countries means the bill is not rooted in Humanity, its rooted in the hatred of Muslims, because every UN and NGO report has confirmed that there is a genocide going on there and most importantly it shares a border with India from which people can and will come in, including Terrorist and other Security threats. The Muslims in India have done nothing wrong if they make a personal and free choice under a constitutionally secular nation they should not be targeted with bigoted and hateful bills like CAB, that is plainly hating other human beings because of a personal choice to be Muslim or be born Muslim. The reaction to this bill will be a true test for India, because like the Germans who didn't believe in the Nazi ideology, but said and did nothing! In the face of hatred of Jews (because of bigoted and hateful propaganda describing Jews as a single group in hateful ways), in the face of that the German citizenry did nothing to protest and resist and as a result the Nazi's massacred and murdered in cold blood over 6 million innocent, unarmed, Jews who had wives, and children and parents and families and friends and pets and went to work and had a life they were leading, this is where the BJP/Modi is wanting to take the citizenry of India and if there isn't immediate outrage, protest and resistance to this bill, then it may be that the end result is like that of Germany - a people and nation that will forever be known and remembered as those that DID NOTHING to stop hate and murder, when they had the chance to do so. No one has explained what will happen with all the Muslims in India (mainly in rural areas and are poor and illiterate) who cannot show documents they are Indian. If the CAB and NRC are rolled out nationally then 200 million Muslims will feel threatened and no other sovereign country will give a stateless people a path to citizenship if they can't prove they have any documents linking them to India. So what is the solution? There will be massive civil unrest and potentially civil war, giving your enemies exactly what they wanted and it was all handed to them because of the short sighted and bigoted vision of the BJP/Modi. It must be resisted and that is a none Indian who is giving a clear warning of the consequences of CAB.

on the contrary none made sense, he first says ahmadiyas chose to go in pakistan, then so did the hindus who chose to stay back in pakistan. how does he give the hindus a chance to come in and say ahmadiyas will not be taken. so his whole point to prove minority prosecution is that only hindus face persecution. that makes no sense

It is question of giving citizenship to persecuted individuals,now how does one differentiate persecution on the basis of religion,sect,caste,creed,job etc. Because all persecuted must be allowed to apply for citizenship not religion wise. That my dear friend goes against our constitution. Our constitution does not recognise religion,caste,creed,work it says equality to all.

@@sankalpc9492 Looks like you haven't read our Constitution at all. Our constitution recognise caste, religion etc for OUR CITIZENS (article 15) not for Foreigners or Aliens. Constitution doesn't say anything about what filters the state will use to filter foreigners. The persecuted minorities from these 3 countries are accepted because they are persecuted not just by the government but by their constitution itself. This countries are Islamic Theocratic state, which by default is biased towards religions. India thus being a neighbour accepted these minorities. Read and learn more start with Laxmikanth, before talking like illiterates quoting random Constitution Articles and having no Idea what they are in reality.

lets apply the same logic in another case ,, Mr j sai deepak knows that two nation theory was propagated by V d savarkar ,,, i wonder what would his thoughts be for him ,,,, he wants to look this in the continuum of two nation theory ,,, why jsut two lets extend this principle to other communieeis two and why just on the basis of religion lets do it in the basis of caste too ,,, there is a strong reason why we must continues to disregard two nation theory or in the end we will divide this whole country in innumerable parts ,,, in today's world there are millions of hindus living in non hindu countries once these countries start behaving so discriminatorily agaisnt us then what will happen ,, its very easy for any govt to nominate a whole community as a threat ,,, its the same thing which britishers did by nominating a whole community as "criminals" during colonial times ,,

There are 40,000 Rohingya in India at the moment, where the BJP government are being taken to the supreme court, because the BJP want to return them, in clear violation of the Universal Declaration of Human Rights which India is a signatory to and therefore is obliged to protect those fleeing death and persecution, which every UN report has shown, is the case for the Rohingya Muslims in Myanmar. C. The arbitrary choice of including Afghanistan over Myanmar is deeply disturbing. The claim is that Afghanistan is a security risk, due to Terrorism from there, via Pakistan. This is flawed logic for two primary reasons: 1. India shares porous borders with Pakistan, Bangladesh, Myanmar that are not or cannot be secured. So including Afghanistan seems to be the case because its a Muslim country and has a minority set that includes Hindu's, specifically, otherwise why choose it over, say Burkina Faso, Syria, Iraq (where Christians and other minority faiths) are persecuted? 2. If threats can arrive to India via Afghanistan, then why not Myanmar? India should be secured against Myanmar too - its virtually unmanned and unregulated. Terrorism and other threats could easily flow from there into India. So the excuse of national security risks does not hold, because if security threats can and do arrive from Pakistan, which is more secure than Myanmar, then it only stands to reason and logic that Myanmar being porous and less secure*, will necessarily make it a ripe target from which National Security Threats to India would come from. But the BJP/Modi cannot include Myanmar because then it throws out the humanitarian grounds of *minorities - see reasons outlined in A and B above. D. The clearest example of the inhumanity of the CAB is what it will do with the Muslims of Assam and then potentially the rest of India - if what Amit Shah says is true that CAB and NRC should be rolled out to all of India. The bill is clearly stating that the BJP/Modi hates Muslims so much that the bill will give a get out clause to everyone in Assam except the Muslims, because they (the Hindus, Sikh, etc,) will simply need to state they fled the neighboring countries due to Religious persecution and since CAB specifically lists them (as being persecuted minorities in those countries - which they are*) they will *all get a path to Citizenship in India and Muslims are left in no mans land, stateless without any representation and rights. If Bangladesh or other countries turn around and state they will not take in any individuals that cannot prove citizenship for their requisite countries... then what happens to the Muslims in India who fall into this category? That is the most scary thing. the *Muslims will have no protections under the Indian constitution because they have no citizenship*. I have looked at this from every angle and I cannot escape the clear reality that CAB is Anti-Muslim to the core and the fact that Myanmar is not included in the countries means the bill is not rooted in Humanity, its rooted in the hatred of Muslims, because every UN and NGO report has confirmed that there is a genocide going on there and most importantly it shares a border with India from which people can and will come in, including Terrorist and other Security threats. The Muslims in India have done nothing wrong if they make a personal and free choice under a constitutionally secular nation they should not be targeted with bigoted and hateful bills like CAB, that is plainly hating other human beings because of a personal choice to be Muslim or be born Muslim. The reaction to this bill will be a true test for India, because like the Germans who didn't believe in the Nazi ideology, but said and did nothing! In the face of hatred of Jews (because of bigoted and hateful propaganda describing Jews as a single group in hateful ways), in the face of that the German citizenry did nothing to protest and resist and as a result the Nazi's massacred and murdered in cold blood over 6 MILLION INNOCENT, UNARMED, JEWS who had wives, and children and parents and families and friends and pets and went to work and had a life they were leading, this is where the BJP/Modi is wanting to take the citizenry of India and if there isn't immediate outrage, protest and resistance to this bill, then it may be that the end result is like that of Germany - a people and nation that will forever be known and remembered as those that DID NOTHING to stop hate and murder, when they had the chance to do so. If there is no protest and resistance to this bill then the people of India have spoken and their silence will be a conscious choice to let hate spread to the core of what it is to be an Indian Nation with all the colors under the sun. Its an indefensible bill period.

When you travel down south to Kerala you will a lot of the population is Muslim, Mizoram, Nagaland and Goa have Christians in majority, Punjab has as many Sikhs as Hindus and J &K have a lot of Muslim population as well. So if secularism was not there amongst the people, being a part of the same country would not have been possible. Although the word secularism came later on, the constitution never promoted anyone religion

Pakistan and Bangladesh can be excused for a moment, but what about Afghanistan? What is need of including it? Further Article 14 is applicable to all, irrespective of nationality. Now if they invoke 15 or 16, then they are strictly for citizens. Hence they cant be invoked. I guess Art 14’s “equal protection of law” part could be invoked here.

There are atleast 5 crores illegal bangladeshi muslim immigrants who have spread all over India. I am a leftist and from West Bengal. I would literally do anything to ensure that illegal immigrants who come and steal our jobs are sent back to their native land. Great debate by Sai Deepak Very good points We need to allow minorities of Pakistan bangladesh and Afghanistan to settle in india and give them citizenship All these 3 countries follow radical islam and have persecuted their minorities for decades Muslims have more than 50 countries to choose...but hindus have just india for refugee

@Ali Hanif The issue of Rohingyas was dealt with in this debate by Deepak.. they are a security threat and we don't want to help anyone at the cost of our own security! Them being native to Bangladesh ( a de facto Islamic theocracy) is another reason we need not take them.. Everything about the bill made sense to me ... Except for why the ahmadiyas and Sufis were not included ( bringing the issue of two nation theory isn't a good argument in my opinion. When there is human rights violation ,you can't simply say "you asked for it and now you reap what you sow !" That isn't a good argument!) and As your second point says..the act's repercussions on Indian Muslims who don't have the necessary documents to prove their citizenship is a matter of concern even for me! I don't understand why that was not discussed!

@jyotirmoy NRC is meant for that. All these people are already living in India. CAB gives citizenship to some of them. NRC will send remaining illegal trespassers back.

N I think you did not watch the programme well enough. Few Points: 1) The people we are talking about in CAB are already living in parts of India, so already consuming resources. 2) The cut off date is 2014, which means people who came after 2014 will not be considered under this Bill. 3) Most importantly you are forgetting that we are talking about people who are being persecuted because of their “religion”, that is their very identity. I hope you understand.

N no problem they are already residing in india so no new burden. And when rohingya aa rahe toh koi burden nahin ped raha tha kyon. Aur vipkash isliye halla nahi macha rahi ki unhone nagrikta kyon de j thi hain h chahe rahe hain ki isme muslim kyon nahi include hue taki unki vote bank kam na ho jaye. Hum govt ko poori tarah support karte hain unke is kadam pe. Iss desh se pahle hi do muslim desh ban chuke hain. We dont need more muslim. Forget about secularism if muslim became majority.

@Rakesh Kumar Community? No one here asks citizenship for LTTE militants. Civilians who fled the country due to racial persecution. Also I do not blindly support granting citizenship to them. A debate on this point here in RSTv is something which I expected.
