The Big Picture - Rafale: Where is the scam?

Date- 14 February, 2019:
The CAG report on the Rafale deal was tabled in the parliament on the the last day of the Budget Session .The report says that the Inter Govermental contract for the fighter aircrafts done by Modi Govt in 2016 was 2.86 percent cheaper than the one being discussed during the UPA regime .
According to the report the delivery of the aircraft would be faster by a month in the current agreement in comparison to the timelines in the old contract .
The CAG report also says that in the previous offer of 2007 , Dassault Aviation had provided performance and financial guarantees which was about 25 percent of the total value of the contract . The vendor had then embedded the coat in its bid price . But the 2016 contract does not have such guarantee or warrantee . This led to savings for Dassault Aviation which was not passed on to India.
Another report on the offset deals including the offset agreements in the Rafale deal is being prepared separately by the CAG .

More and more people in India are ready to accept non technical,non professional views of journalists and politicians but nobody is ready to listen to experts like Abhijeet sir and Air Marshal Sinha.Its like I have got preconceived notion and I will do whatever it takes to reinforce my this conclusion.

pappu is a useless and unqualified to talk about these technical matters. His grouse is he and his mother could not make money in this deal. Before marriage What was the worth of Sonia and now she is one of the richest person in the world. Every one knows India is a wealthy country and it was looted by foreigners for the past many years and it is being continued through this family.now. Why people support them when they are looting four fortunes and want to get out one fine morning as royal exit.

This is the problem when you bring in IAS officers into defence procurement processes. Getting jets for the IAF is not like shopping for office chairs and tables that you need to have a multivendor competition.

Big questions 1. When SC rejected sitting no evidence presented by Rahul &co 2. Rahul &co said in parliament that has no evidence. 3. Defence minister given details on Rafale deal in Rajshaba ... Rahul &co were silent. * Still why they're keeping making noise. --- reportedly there is lot of pressure on Congress from USA's Lockheed Martin and Boeing after NDA signed deal with Dassault aviation. So keep making noises though no evidence * Why particularly Anil Ambani targeted, when TCS Tech Mahindra CTS L&T etc also got contract. --- Ambani name well familiar in India and particularly Anil Ambani is in big trouble about running his cos after family split... So weaker target and wider reach.

And with The Hindu's so called reporting on Scam by cropping reports,I totally lost respect for it. As an UPSC aspirant I felt cheated the way N Ram is using The Hindu to make propaganda. The job of newspapers should be giving facts and it should be left to readers to form opinions but newspapers are making opinion of themselves. The left wing bias of Hindu and anti Govt stand on every issue forced me to go for Indian Express

Bro watch the interview of N Ram after he published the report. If you have the report on The Hindu that day, the report was on the parallel negotiations done by PMO, even after the deal was negotiated by INT. He clearly mentions that the story was not about Mr Parikkar, it was about the prallel negotiations being run by PMO, of which Mr Parikkar had no knowledge. The later report filed by ANI in which they showed the whole document with the cropped part, Mr Prikkar clearly uses the words " it appears " , means he didnt knew about the prallel negotiations. So N Ram's report only get validated by that point.

@@saurabhkumarsingh3986 Dear So PMO can't have a word on defence deal of such magnitude when Bofors and Augusta Westland were meddled by Middle men. The dissent was not on price but on sovereign guarantee which Mr Parrikar had noted in the report but it was cropped

The issue is you kuct cant have a backdoor negotiations when your designated team is negotiating , it undermines their credibility and negitiating power. Just think, if the INT was trying to insert some clause inthe deal, and being presistent on it, and dassault doesn't want to grant it, they would say we will discull this with the PMO. That totally changes the negotiating power of the designated INT. So no, PMO cant interfere.

The maintenance cost of these is too much - so maintaining 126 raffle would have taken a big chunk of our defence budget. Also the present BJP Government wants to try to manufacture local Indian fighter aircraft instead of importing aircrafts. As part of that strategy they bought a bare minimum number of aircraft and as you may have seen recently gave orders to procure 83 Tejas aircrafts as well. Initially the quality of a fighter aircraft will not be that great but slowly and with innovation It will keep getting better. Better late than never

This dolt N. Ram is a bad business man, as bad a journalist that he is. I say this because the largest section of Indians who read his yellow newspaper called The Hindu, is UPSC aspirants - who expect this toilet paper to report news with journalistic integrity. If he makes the paper a mouthpiece of demented people who don't know how negotiations work, and make it a Communist manifesto, the same UPSC crowd will look for better news papers. He will lose his readership, if not the little credibility that he enjoys.

The panel on the interview is totally one sided. You have one member of the INT here... but there is a clear dissent note published by 3 members of the same INT. Put forward their views also. The government is trying to clear its image by RSTV. One more point I would like to say, if you read September 2018's Yojana , which was on Employment and Self Employment, all of the articles mentions that we would get a clear image after the NSSO data would come in. There is no dearth of jobs now. But as we have seen in the past two weeks, the same Government refused to release the NSSO data, due to which members of the Statistical services resigned. So guys, take the informations provided by conventional sources of RSTV and Yojana as a pinch of salt. Think like an officer. First step to solve any problem is recognizing that there is one.

Dissent was not by any INT member and the MoD addressed in the same note which was cropped up by The Hindu. This is a Govt. to Govt. deal and Dassault is free to chose its offset partner. Supreme Court and CAG have already verified the details there is no scam unless you want to keep your eyes closed and imagine it.

Most of the people watching this video are going to be UPSC aspirants. Guys remember one thing, just because something is required by Air Force, doesn't means there cant be any scam in it. We won Kargil war because of the Bofors Guns, and see what a big scam they turned out to be. And remember the dissent note published yesterday on The Hindu by 3 members of INT, all of them High Ranking Officers , the positions which you are preparing for ... Think the issue like an IAS, not as a politician. It maybe you in your career 20 years from now who have to take a similar stand like them. Remember, politicians are only Temporary executives, what you are aspiring to become is a permanent one.

This was considered as an emergency procurement. RFP( Request for proposal ) is given for the procurement of the remaining requirements

Due to high ratio of mig crash there was lack of squadron which declined from 42 to 23 so air force put the request that there is urgent need of 36 rafael which stated iaf chief and if rafael would have assembled by HAL like tejas it would again taken 15 yrs of time span to assembl it which would caused a serious threat to india's security.
