We've seen in cases like Water 7 and Eines Lobby that if someone in One Piece has their heart disturbed (like doubt and confusion over Robin's apparent betrayal), then they can't use their full strength. CP9 noted that the Strawhats were stronger at Eines Lobby (I think it was Blueno, but I may be mistaken). It is likely that Kaido is usually suffering from a 'debuff' from his depression, which is crazy considering how strong he is despite it. The drunken moods swings seem to have him focus on particular emotions, and certain emotional states seem to clear his depression for short periods. We also see his hybrid form appearance change slightly, with the scales taking on a more purple hue and his eyebrows notably changing to a white cloud/flame shape. It may also be that Kaido is close to an Awakened state as the alcohol affects his mental state (as Awakening has physical and mental requirements). We don't see a cloud/flame ring like we see with other full Awakened Zoans, which is why I say 'partial'.
