Hailan had quite the traumatic past too, and dipped her fingers into villainy, but it was only ever done when they were backed into a corner by their enemies attacks. She may retaliate, but would never initiate conflict. Wei Yanwan is completely devoid of morals.

While the emperor in this drama has his flaws and problems, I'm afraid the solution that you suggested of keeping the harem to the small number of 3 is not up to him. The system and rules of the palace has been set for hundreds of years and one does not easily defy these rules. The Chinese (especially people in this period) value tradition passed down from their ancestors and there is significance in a lot of stuff they do. Yes it maybe illogical from our point of view but from theirs it's something they have to abide by, it's just how it is. I think aside from Ruyi and Consort Shu, none of the women really love the Emperor wholeheartedly or feel the big need to be loved by him (some of them even have other men in their hearts even after joining the harem).
