Britain and the EU are locking horns over the terms of their future relationship and fishing communities across Europe are on the front line. Stephen Sackur travels to Scotland and northern France to see if fishing has the potential to derail progress in trade talks that must conclude by the end of the year. There is going to be a fight over fishing - but will it turn ugly?

Well it does seem that although the deal is unfair, a no deal scenario will lead to huge hit on the UK fishing industry. Seems to me like the main problem is that we don't eat much fish in this country so need to be able to sell it, quickly and cheaply, to the EU. Ideally there would be a middle ground, but that doesn't appear to be avaialable, so looks like we may cut our own noses off to spite our faces

@@Tonyjameswho put high tarrifs on continental fish and reduce tax on fish caught by our own fishing fleets in the UK. Since we are heading for no deal anyway bring on the tarrifs.

Loki Scheissmessiah but where will we sell it? The UK doesn’t eat much of the types of fish we catch and it will take generations to change that. This could be devastating for fishing communities

If the EU catches 65% of fish in British waters, can the British have 30% of French vineyards and 35% of German industry? Sounds quite reasonable

There's a tiny difference between natural resources and actively cultivated, or built goods. However, as an EU member, you would be entirely free to cultivate as many vinyards, to create as many industries, as you want to. Fact is that the UK exports most of its fish to the EU, while themself mostly import the cod, they eat, and Brits consume barely other fish (than cod). You could gain 100 % control of your own waters, but you would lose your largest market, and sorry, but catching fish you can't sell is pretty worthless.

@@hoggarththewisesmeagol8362 From Norway, from the Baltic See, the North See, and believe it or not, from french fishermen, fishing in UK waters. There are other international agreements that will still be in place, after the transition period ends (e.g. the 1995 United Nations Fish Stock Agreement, with only slightly lower quotas than within the EU agreement). Also, UK waters are not the UKs property, it's a so called exclusive economic zone.

Freaky Goblin, you are talking bullshit, the quotas are set by Brussels under the common fisheries bill, allowed to be put in force by the corrupt uk politicians Heath the teeth, the egg sucking major, and the murderous Blair assisted by brown the frown. The quotas favour eu registered fishing vessels who have taken the lions Share under the system for 40 plus years. Please research this or your comments just look silly. Stay safe.

because 9 months the situation is even worst than expected. But Brexiteers do not want to hear what the BBC has to say because they don't like the reality. Same so with many reports of the BBC from a few months or years ago. Most were right and spot on.

The british fisherman has lost one of its biggest customers with Brexit. The UK doesnot consume any where near what the UK fisherman catch. They will loose 30 % of there sales thanks to Brexit. Wgat a great deal for them. Other countries wont buy the fish because it will be to expensive with all the tariffs that will be put on the fish.

Can't handle balanced reporting, eh? There are 2 sides to a discussion and the BBC is very good at presenting both sides. 75 per cent of fish caught in the UK is exported, mostly to the European Union, while the majority of fish eaten in the UK is imported. For this reason, a trade agreement with the EU concerning fish will be a key factor to the future success of the UK fishing industry and fish processors.

The interviewer appears not to realise (actually he does but he's so biased he doesn't mention it) that the foreign fish processors need fish from British waters at least as much as the British need to sell the fish. Where can source that amount of replacement fish. They can't.

@@allymcmoist1484 Its called eye for an eye. Actions have consequences, and the UK made the first hostile move. The EU are under no obligation to let you sell there. You don't share the fish, the welcome mat gets yanked at THEIR markets. I mean seriously what would you do in their position. Would you let the French or Dutch sell their fish in the UK if they refused access to your fishing ships? UK fishing ships ARE allowed to Fish in French waters like for Scallops and Mussels. Nor are the fish really yours. Europe has been fishing those waters before the UK even existed, simply trying to kick everyone out all of the sudden is not reasonable nor is going to happen without very serious consequence. Moreover the UK needs the EU because the British fishing fleet is simply not large enough This is where Brexiters really fail to understand. They seem to think negotiations mean they get everything and give up nothing. Do you know why the UK got a less advantageous deal on fish? its because they got the entire European Financial services industry in return. It was actually a very good trade, because Financial services makes A LOT more money than commercial fishing does.

@@allymcmoist1484 the problem with this is while we maybe a fantastic country, we are smaller than the whole of the EU. Yes we buy a lot of their cars and wine, but not the majority. Whereas the majority of the wine we buy (not sure about cars) does come from the EU. It is easier for them to absorb the hit. While it would damage us both, it would damage us more. It's similar with the US v China trade war.

We are the customer, by & large, so we hold all the aces. Our waters could do with replenishing after years of rape by the EU & that's not an opinion, mate, that's a fact you can check for yourself.

@@allymcmoist1484 I understand what you mean about the fish stock levels, but I think you have misunderstood the trade deficit and it's impact. First of all you haven't included the trade in services, but that still doesn't change the picture. While it is large it still represents a much smaller fraction of the total of the EU's exports and imports than that of the UK's. Currently we are represent either 8 or 18% of EU exports depending on your method of calculation. While this would no doubt hurt the EU it would not impact it as greatly as it would the UK. That is why they aren't budging on our demands. We are about to cut our nose off to spite our face.

I've never seen Sakur so irrational before. He is very upset that there will be French fisherman affected by the loss of access to British waters but shows not the slightest concern about the loss of livelyhoods British fishermen suffered when the UK handed over UK fishing rights to the EU. And he is fine with Norway keeping 85% of its fish, yet he finds that a similar proportion taken in UK waters by the British is very selfish and unreasonable? Gross bias against the British by a British newsman.

Ohhhhkay. This has me extraordinarily confused. I'm from Denmark. Apparently we have been benefiting from a deal made in the EU where we are allowed to fish in British waters. Did not know that untill today. Where the hell does EU get off trying to say that Britain needs to let other nations fish in their waters? No! Just no! Herp derp "We have been doing it since ancient times!" So what? Are we China now? The deal that was in place was dependent on something else. This other thing (EU membership) no longer applies so the fishing deal is void! Britain has every right to decide what happens in their waters! Period! The flip side of this of course is that the EU has the right to decide what they allow to be imported to it's countries without a tarrif. So... EU can of course negotiate with Britain about fair use of the waters, but should stop demanding anything.

As for unelected - the majority of the population voted for anyone but Bozo and his bunch of clowns but now have to suffer his ineptitude as a prime minister. As for the EU - well we did elect our own MEP's to sit in their house and we had more of them than most countries in the EU and they could veto anything they did not like. So they were not unelected and not impossible to vote out. Try voting out an MP from somewhere that is not your own constituency and see how easy it is to vote someone out in the UK. Funnily it is the same as trying to vote out a French or German MEP. Now we have left we just have a very powerful neighbour that we have pissed off and absolutely no say in any decisions that powerful neighbour makes - unlike before. Welcome to the world of being a small cog in a big wheel. Not being a small cog is reason alone not to leave the EU. Add on top that working together will always be better than standing in opposite corners looking for a fight and yet some how you can't see any reasons. I was incorrect only insomuch as he said "seafood" rather than "fish", otherwise my quote was correct. How are the British hurt when they have the fish, and the distribution center doesn’t? Plus, do you think it’s so difficult to open processing and distribution centers in the U.K.? We’re not building the Space Shuttle here. These are low tech, quick start-up, and low investment required industries. At the end of the day, the Brits will have the fish, the French and others won’t, and the talk of tariffs is irrelevant.

Your logic is flawed. Do you think Britain is the only country fishing in the north sea? Norway and Iceland also fish there, but are subject to tariffs if they want to sell to the EU, while before Brexit the UK had no tariffs so it was cheaper to get UK fish. Hence why the French redistribution center was filled with UK fish. The French will still get there fish, but UK would have lost it edge against the non-free trade countries.

ethan king I think you’re making my point. The French will get their fish, much of it British, tariffs and all. And Iceland and Norway are still part of the free trade association with the E.U., so I’m pretty sure their stuff isn’t subject to tariffs anyway.

@@Ira88881 You are correct, Iceland and Norway are part of the EEA so their fish will be tariff free. Fish from the UK on the other hand will be subject to tariffs, eg fresh Cod 12%, if no deal is made, so Britain loses out to the Icelanders and Norwegians. The French say that without access staying the same "not one UK fish will be allowed into France".So the "most important fish processing and distribution centre in all of Europe" in Boulonge will have very little to process. Makes you want to laugh!! At 16:41 "British sea food will be less attractive" - not a word about the loss of 65% of stocks from French, Spanish, Dutch, Belgian, German, Danish boats who won't be landing fish there! Then Msr Mulot says it's quite alright for frog fishermen to break the law and blockade the ports. 21:37 - "it's absurd to say we Britons have a right to all the fish, - we don't have the fleet or processing capacity" So confirming that since the EU destroyed our fishing industry THEY have the inalienable right to carry on doing that. What a pillock!!!

if you're deaf and trying to work out what they sell at the fish market, it's first sale "haddock, whiting and cod, and after that what we call the 'rough' - monks [monkfish/catfish types?], megrims (?) etc". Auto subtitles has some weird and some missing stuff.

OK so I eat Cod on average once a month... Now I intend to eat Cod twice a week ...I love Cod and Haddock Mackerel etc..I suggest we keep all our fish for us British, sell it to N.Ireland, Scotland, Wales, and maintain our healthy lifestyles by eating our home produced seafood. I am sure after a few weeks or months the decline of huge stockpiles of British fish will hurt the Boulougne warehouses , and all across Europe, and lets see us commence separate trade with each and every EU country that wants our seafish.. and the rest of the world...when the EU soon crashes...our waters by historical right. Thank goodness for Brexit and common sense. Lets also see the UK Government issue interest free loans to our seamen who want to start up new business by building and or buying a new fishing fleet get our fishing industry up to strength by urging our Seamen to invest in new fishing vessels, equipment, and large warehousing/distribution so that we can benefit financially from this golden opportunity, dont give our waters away - dont give an inch. Britannia Rules The Waves., and Aye Aye for fishy pie.

Do you know Nigel Farage? He was the British EU Parliament member to also represent the British fishing industry. He never showed up on those decision making meetings! Including his party members! Therefore the British fishing industry is gone. They have missed their share because no British representative was on those EU meetings!

I am a bit confused with the processors position cause if tariffs or duties are imposed, why would it be such a hardship for them if it’s placed on the EU side not UK. As for the argument that it’s going to make more expensive less competitive where else would be able to cope with over fishing and that losing its fish stocks for ever with over fishing. The only long term effect would be higher prices in the EU short term will be hard on till the tariffs are removed, but it will allow fish stocks to replenish short term and, long term.

The reporter is right, we don't have a big enough fleet to fish our waters, but maybe that because the French and the Spanish are fishing our waters as well so there is not enough to go round, this will change if Boris does this right and maybe more people will come back to fishing. The man who runs the processing plant is wrong as well if the UK is the only county fishing our waters we will be the only ones with a certain supply of the fish that they EU wants so puts us in a better position when trading in that fish, which is why the EU is scared of not getting to fish in our waters.

I just dont get why the reporter does not get the basics of the UK's position. We take back 100% of our fish. We offer that to the UK fishermen on an annual basis. If they can only harvest 60% then the other 40% can be offered to the EU, at a price! If next year the UK fleet has expanded and can harvest 80% of our fish then the EU will get 20% and so on. Its exactly the same as what the EU did to us back in the day ! Its time to look after our fishermen and the communities they live in.

Interesting to note that the U.K. in gross tonnage is number 2 in European fishing fleets. As fish move north they will move out of U.K. waters. Norway and Iceland are not in the EU and in the 1970’s Iceland kicked U.K. boats out of their waters and they have not let back in. Norway, Iceland are in the EEA along with the EU so who will they be backing?? Scottish Salmon will face tariff, U.K. fish processors process EU fish and export it back into the EU market.

Two points: Point1 the assault you show on French fishermen was about scallops which French were forbidden to fish to conserve marine life when British having no such law came to fish near French coasts. It is not at all French invading UK waters. This took place very close to France. Point 2: Of course UK is free to do what they want with their fishing zone and we French (and most Eu) are free not to purchase it from British exporters. You also complain about Cheap labour coming from Europe so when this labour is gone your fish prices will increase. Prices will further increase with new import duties (UK is not in the EU anymore) add so in short both UK and Europe will loose. Your choice UK.

60% of the quotas for fishing in UK waters go to EU countries. Is that fair? Our fleets were halved when we joined the EC. We coped with using our own people as workers in all industries before we joined and we’ll be fine after we leave the EU. You’re correct that europeans don’t have to buy it from us, but don’t delude yourself that they will stop their appetite for it. After all, that’s why you have not enough seafood to cater for demand in your own overfished waters

A few questions: What percentage of the current UK waters are Scottish? How much of the current share of quotas in the Channel and North Sea are based on negotiations and treaties that already existed and were not changed when the CFP was agreed? Were UK waters overfished and the UK fleet in decline before UK joined the EU? Have UK governments systematically favoured the big fishing boats, encouraged the concentration of quotas in the hands of a few big companies (mostly Tory party donators) and acted against the interests of the smaller boats? How much of UK catch is actually eaten in UK? Is there a simple solution to the complex problems of the UK fishing and seafood industry?

Lets understand how this works. 80% of fish in UK waters caught by other EU countries, and most of the fish caught by them is processed by the French. Most of the fish sold in the UK is Cod and Haddock, caught by the other EU countries, and its sold to the UK because we don't catch enough of that fish ourselves. Fish caught by the British is caught outside the UK waters and is sold through the French to the rest of the EU. The British fleet is small compared the rest of the EU and it seems sensible for our fleet to fish our waters, but they can’t because of the EU Quotas. So in short we are buying our own fish from the French, and the rest of the EU because we are not able to catch enough Cod and Haddock for the UK markets, that's caught by the French or EU in general. Answer Take back control of our own waters so we can catch the fish we need for our market. This would probably mean we need a bigger fleet to take up demand. That would mean that the French won’t matter any more because we will supply ourselves from our waters, and process our own fish. If we need more fishthan we can catch, we then purchase them from the EU at a higher price because they will impose tariffs. That's assuming they have waters to catch them. Until we build the British fleet to where we need it again, we can of course negotiate an arrangement with the EU, and licence some of their ships on a short term basis as long as it suits us.

i live in Hong Kong and can go to any supermarket or sushi restaurant and buy fresh Norwegian salmon. It's nearly twice the price but is actually one of the cheapest options (despite being flown in huge water-filled containers still swimming about). If Europe won't buy our fish, there's over a billion asians near me who will pay top dollar.

What is it with the Brixiteers and fish? The ENTIRE sector accounts for about 1/10th of 1% of the UK's economy... And the vast majority of the limited range of fish that British people eat is imported... BBC guy forgets that UK's fishing capacity decline is partly as a result of this restricted quota affected British fishing communities and towns. This consequence can't possibly be a reason for maintaining status quo; it may only be a matter of time for UK fishing capacity to grown and even match French's once getting back control is achieved.

2 years later, the English left the EU imagining they could simply bully other nations. Despite all his empty promises, Boris forgot to negotiate with other countries, the UK government is incapable of managing its fish stocks and the UK fishing industry is close to finished. Surely the point is that after we leave the EU it is up to the UK to determine who can fish in UK waters and how we should licence this. Why should the EU expect that the current basis will remain in place? The reality is that the UK and the EU are not longer under one administration - we are two separate sovereign nations and both sides should respect that.
