Just before he died, Palpatine's spirit possessed a clone of himself that was prepared ahead of time, but the clones body rapidly began deteriorating because cloning and The Force don't exactly mix well. He spent years trying to create a vessel that can properly hold his spirit, but all were failures. One just... somehow got away from it all and lived on his own, eventually fathering Rey.
