I disagree. The DoD CAN apply to any individual PBI...AS a matter of fact...the Scrum Guide supports me in this..."When a Product Backlog item or an Increment is described as "Done", everyone must understand what "Done" mean". That's directly lifted from the guide. Whats more, ANY PBI can itself be an Increment and therefore, the DoD....even by the standard you've quoted STILL qualifies to have that DoD apply to it individually. May there be things defined in a DoD that do not apply to THAT single PBI? The answer is, yes. Because the DoD applies to how it guides the team in planning what items it may bring into a Sprint and some things in the DoD may need to be there in accordance with standards that may apply to the work that come from different places for different purposes and therefore only apply to certain PBI themselves because of the nature of that particular PBI.
