I believe Kal-Sharok might have used this whole situation to gain more power and influence over other Thaigs. They could use this affair to their favour, creating a propaganda of "we protected our people from the wrath of the Imperium and it's mages, while Orzammar did nothing". As well as a display of power, in the sense that they destroyed Cad'halash, again, while Orzammar did nothing. The combination of these two narratives would highlight Kal-Sharok's power, both as an ally and as a foe, and could be used to sway the other Thaigs in case of a future uprising against Orzammar. Perhaps the Darkspawn appeared just before that, and that is why Orzammar fell. It could have received no aid.

Damn I never knew about most of this, great topic! Always good to hear about interesting Dwarven lore (also love the massacre of Glencoe example, I was reciting bits of the poem about it in my head while listening to that haha)
