United Federation of Planets, the UE, Starfleet, the Federation Charter and Starfleet law, it's a confusing mess of policy in the diplomatic relations of the Alpha Quadrant.
So hopefully this video will help clarify the differences between the terms and organisations.
This is Part One of a Starfleet series I'm working on exploring the different aspects of the Federation.

United Earth government = Earth's ruling government United Federation of Planets = A multi-cultural galactic power which United Earth is a member of Starfleet = The fleet which is used for exploration and defense of the Federation :)

United Earth I'd say would also include the Terran/Human Colonies set up by United Earth i.e. Luna, Mars, Alpha Centuri, Terra Nova, Vega Colony etc.

@Elron Why would a world government try to wipe out two of the most contributant regions in terms of taxes and wealth? That would make no fucking sense, it would be like the US federal goverment trying to exterminate the people of Texas or California just because they are rich.

Fun Fact: Very early in TOS, there is a reference to Starfleet being under the auspices of the “United Earth Space Probe Agency”. This later became the Federation, and that agency was never mentioned again.

UESPA was actually brought up in Voyager and Enterprise The Friendship One probe was launched by them in the Voyager episode of the same name, and the UESPA Logo appeared alongside Starfleets in the Enterprise episodes Demons and Terra Prime at the Coalition signing

Ok, just a nitpick here: The United Federation of Planets is abbreviated as UFP, not UFoP. Prepositions such as "of" are generally not included in abbreviations of proper nouns. But more importantly, the "o" is completely omitted in Alpha canon and all near-Alpha canon sources (such as the technical manuals).

Beat us both by several months :) but yes, I had noticed that as well. To be honest, this is the first time I've ever seen someone abbreviate it as such, it's always been UFP otherwise.

Thanks for this! As a Canadian I get super annoyed when the UFP isn't thought of as a federation of members, but as a body ruled and dominated by Earth. I always found this a very American-style type of thinking about cooperation. Present analogies would be equating England with the UK (dismissing, Scotland, N Ireland, etc); or New York with America (dismissing 49 other states).

For all practical purposes, Starfleet and the UFP are dominated by Earth. The political/and military heart of the Federation is located on Earth and even in the case where a Federation President is non-human, their top political and military advisors tend to overwhelmingly be humans.

@@TheLAGopher I just don't think that can be the intention of the show. The answer has to be: it's a show created by humans and it's impractical to create so many aliens in modern times; and in the 60s, they just didn't think about it.. Anything less than that is an empire, not a federation. And practically, with 100s of planets, hundreds of members and hundreds of members pieces, just not possible. There simply are not enough humans; nor enough gullible species to agree to that. Your interpretation would mean that planets who are more advanced, give up their powers and jurisdiction to Earth, but I have never heard this language in ST. In fact I have heard the opposite: combining strengths. Your interpretation is a "pax americana," which is an empire in a prettier dress. The underlying principle of Roddenberry's vison can't be humans are that arrogant and self-centered and deserve to be so.

@@TheLAGopher I totally get your point of view, but I agree it doesn't really make sense for what the federation is supposed to be. And TBH if your description was the case, it would destroy the whole Star Trek vibe I have been on since I was a kid. Interesting thought experiment: had this show been created in the EU, what would the "federation" look like? I think very, very different. I think an important trick with speculative fiction is to try an write/create free of your prejudices and biases. I think the nature a person born, raised and nurtured in the American cultural milieu makes it hard to envision an actual federation--it's just not where they come from. Star Trek still offers enough that I can suspend my disbelief and ignore the obvious American exceptionalism silliness at its core. But if that was ever said out loud (came pretty close with Enterprise), that would be it for me and I think it would lose the international phenomenon claim to fame it has had since the 60s.

I'm just gonna point out Vulcan and Andoria still kept their fleets. A Mirror Darkly dossier on Archer shows he is an honorary member of Starfleet. Archer rummaging through Daniel's database showed a 31st century version of a Vulcan cruiser. There is Vulcan science vessel in DS9. In Discovery Michael Burnham was supposed to join the Vulcan Expedionary Group upon graduation but racism within the Vulcan Science Academy prevented that as they want only one of Sarek's children. We all know Spock rejected joining the Vulcan Science Academy. In the Kelvin timeline it was over insulting his mother. So Earth Starfleet got federalized into Federation Starfleet and as a consequence kept United Earth's anti-Human Augment policies. As seen in TNG on a Federation outpost it is legal to do genetic enhancement of children.

We love your dedication to this universe, and want you to know that you are appreciated. Much appreciated! You provide context that even the writers of trek left hanging. ENCOUNTERS OF THE 3RD KING - really story about our Space Family visiting earth and 10 men and 10 women went away for 10 years and traveled thru the Universe = In the Bucegi Mountains of Romania - the HALL OF RECORDS - a disc player and 10,000 metal disc's - One disc took 2 days to view and showed Star Maps of Distant Galaxies - 50,000 + years ago - Giant Space Ships used to visit earth and send down shuttles for supplies and to download information - Things here on Earth were destroyed by some Cosmic War of Cosmic Event = exploding Planet X that formed the asteroid belt - Peter Moon has written many books about these discoveries -

So basically the Federation is like the European Union and Starfleet either is like NATO or a single unified EU military. For example Earth is part of the Federation much in the same way Belgium is part of the European Union.

It's a better analogy than the United States, because as with the EU, Federation members are still independent enough to have their own separate ambassadors and military, whereas as far as I know the various US states don't send ambassadors anywhere or have separate military forces

the European Union is a better example for what the Federation is however. The United States does have an ambassador for each state in a matter of speaking. each state has a senator and other members of the federal government that represent there States beliefs and best wishes. and each state does have a military in a manner of speaking each state has a National Guard Army & Air their primary purpose is to assist the state in natural disasters as well as be used in the defense if we were to ever be invaded by a foreign power.

@@anthonycunningham8116 there is a civilian volunteer program called The national guard They go through basic boot camp then afterwards two weeks a year they go and train; for emergency response for during national emergencies to evacuate the civilian population and the state Governor can ask for the national guard to reinforce law enforcement in areas where need be majority of the time they have stun guns and plastic handcuffs they do not carry actual military weapons unless it's gone through the proper channels in Washington. 🤠

I like to think that the United Earth headquarters is in Switzerland because of how neutral Switzerland is, there wouldn't be any lingering resentment. My next guess though would be New York because thats where the UN headquarters is, and the United States is an important country in the world.

Well Paris and San Francisco are already taken up by the Federation so Zurich would be a pretty decent place. However would Switzerland's neutrality matter? I mean this is the 24th century, do they really care that their headquarters are in a country that was once neutral?

If Federation is 8 000 light years across. And Voyager was 70 000 light years away from Earth, that is 70 years of maximum speed. How could that work? Fastest ship in fleet takes almost 9 years to fly across? How Enterprise even got to Farpoint station from Jupiter shipyards and than to Romulan DMZ? Flagship finished it's first mission just under 10 years?

Okay, if Starfleet is the 'blacksky' space navy, do the member worlds still maintain their own system security service? Some novels have depicted this, but never in a show AFAIK. Also, we see hardly any representation of the other founding worlds in Starfleet, or how they're organized within it. In my head cannon I assumed SF has bases - large bases - on all the member worlds. But we don't actually see that in STIII. Unless they just stood down at the request of Sarek and left Kirk and co alone. But not just that, the infrastructure of star bases and design of ships, etc. Starfleet seems to be an overly Terran responsibility. Almost as if the producers sometimes forget that Starfleet isn't just an Earth organization. Which leaves these cannon / lore loop-de-loops to untangle! Thanks for the video! We don't see much of that since so much Star Trek takes place on the frontier and near the borders with other powers. Time travel episodes were the only times the original series ever went back to Earth. The Cloud Minders was the only episode I can think where they visited a Federation member world, outside of simply picking someone up. No one mentioned their caste system as being prohibitive to Federation membership. Kirk and Plasus seem to be on almost equal footing as each of their crimes against the other are treated as equal not worth pursuing for either of them. That would indicate that either planetary leaders don't hold particular influence with the Federation or that Starfleet Captains hold a lot.

So if the government of Earth change to become the ueg and its main Defense Force become the UNSC. Starfleet would still be its own entity? Would they be okay with the new change of government on Earth and be able to coexist

Assuming the United Earth government is secular, I strongly wonder how they got the various religions and their theocracies to go along with that, a step which seems to *very* far off in today's reality.

Antimony Cup considering a huge fractional population was lost during World War 3, it's likely that little in the way of truly organized religions survived just as little in the way organized governments survive. Also, are in fact secular and even in the past governments tended to be secular with a distinctive divide between the church and head of state.

Antimony Cup They simply annihilated religion. All starting with Khan, who hated religion, all the way to the Vulcans, that made most religion crumble because we were no longer the chosen ones. The few survivors adapted but at the end faded away.

DrewLSsix the Catholic Church at least still exists -Phlox talks about attending mass at the Vatican and in one of the books, the Federation president circa 2380 has a meeting with the Pope.

Follow-up question: Regarding The Maquis members of the Voyager crew: Were they considered "Federation" people? Clearly they weren't considered "Starfleet," especially in the first couple seasons.

It depends. Not all colonies are members of the federation, though we can presume that colonies turned over to the Cardassians where, in fact, Federation colonies because everything else makes little to no sense. So a lot of the Maquis would be Federation Citizens. However, as Bajor is not a member of the UFP, we can presume that at least some of the Bajorans weren't, though I'd assume if they lived on a federation colony they were most likely federation citizens. I mean, I'd assume people from non-memeber species can apply for federation citizenship. Seska definitely wasn't a federation citizen. (Also you can get into Starfleet without being a citizen.)

It's really not complicated. The UFP is an intergalactic version of federal or confederal states such as the USA, or possibly the EU given that it's member world's still also maintain independent military forces and ambassadors, in addition to contributing to Starfleet. Earth, Vulcan or Bajor are to the UFP as California, Texas or Florida are to the USA

I have always seen it as an intermediate step between usa and eu; its got unified service, but members are still seperate enough to warrant ambassadors.

It seems the UFP acts more like a confederacy. Member worlds still seem to have almost full autonomy when it comes to internal affairs. So not a Federal government like the US. But far more intertwined than the EU currently. A unified military force, unified economic policy, unified foreign policy, and so on. So the closest type of government i can think of is a confederacy.

I think I still need educating further. One thing I never understood is the concept that Starfleet (initially a human entity) gets absorbed into the Federation as the defacto navy... In ST the bulk of the fleet has a human aesthetic yet we know that other races maintained a sovereign fleet? Does the UE have its own dedicated fleet it can deploy or has earth surrendered it's defence wholly to the federation? And why do we rarely see other races contribute vessels to Starfleet? Also, what would happen if the federation dissolved? Would Starfleet revert to a Human organisation and retain the fleet even though the ships are essentially a UFP... Help me 🙏🤯

Craig Jackson the concept of the Federation basically means that in return for forming and maintaining the UFP, earth gives up what the other member planets still have. I can't explain it any better.

Well, irl its make up of course. Even "simple" vulcan makeups arent cheap. But In universe, perhaps crews are predominantly sinhle specie because its easier to set the life support. And even though Starfleet takes care of most things, member still hsve their own ships; there are (ironically human named) Apollo class vulcan ships in ds9, the Jellyfish in JJ-trek, and the Earth ship SS Russian-sounding-name-i-cant-remember in early TNG

There is nothing to stop Earth, as a member world on exactly the same terms as Vulcan or Andoria, maintaining its own fleet to police the Sol system and other human colonies, but the assumption seems to be that as Starfleet has so many facilities in Human Territory, it's kind of pointless. As for what happens if the Federation ever collapsed, I believe Earth basically transferred ownership of Starfleet to the Federation as an entity and would have to form it's own fleet. It might get a share of the assets proportional to its contribution to Starfleet upkeep, but probably so would all Federation members.

It needs to be pointed out that.. Starfleet did not adopt the Enterprise arrowhead symbol until after the events depicted in the movie "The Voyage Home" in which the Enterprise crew, in a stolen Klingon bird of prey, time travelled back to the mid/late twentieth century to find humpback whales in order to return said whales to their (in universe) present so that the "probe" could receive its expected response and discontinue its destruction of the planet Earth. Starfleet honoured this extraordinary effort by adopting the Enterprise's symbol universally. Until that time, all starfleet ships had their own symbols which were displayed on the left breast of their respective crewmen. What symbology was used by starfleet until that time? IDK. It is likely that the Enterprise arrowhead will have been "retconned" into the past in order to make the mistakes and ignorance of casuals and non-fans fit the expectations of those... "people".

I’m not sure it was your intention, but the way you presented this it sounds like the influence of Earth is disproportionate over the government and military of the UFP, and considering the high number of humans in Starfleet, seems to be true in practice. Can absolutely see how accusations of human dominance of the UFP could hold weight. I know I’ll get yelled at for this but I think the UFP uses soft power where the Terran Empire uses hard power. The Klingons in Disco had a point. I recognise this will be an unpopular opinion.

It’s important to note that the reason we mostly see humans in Starfleet is not because aliens are weird, but because there’s not enough budget to fill the ships with Tellarites and Andorians. But really there must be ships where even humans are a minority

Good vid man. Some surprising things. The first proof of extra terrestrial was the vulcans. Thats going from 0 to 120 in a city block. Guess that Europa thing came up dry. I'm kind of surprised the headquarters was given a permanent home on any of the participating planets. Just to make sure a perceived preference can't form in both member planets and potential members. Also think it could be a unifying experience developing a headquarters on a neutral planet. Like what earth did with the ISS. Just on a larger scale. Liked and subscribed and looking forward to the next 1.

If this "United Earth" government and it's mythical Prime Minister were canon you'd think they'd have been in the DS9 episode where Starfleet pushes for marshall law on Earth after Red Squad knocks out the power to make people fear the changelings. There wasn't any mention of a United Earth government or its leadership.

You guys do know the Federation didn't exist in actual Star Trek scripts until they filmed Journey to Babel later in season one. Kirks crew was part of a human starfleet representing United Earth and Colonies. As Kirk put it vaguely to the USAF major, a combined service. The only Federation mentioned before 1967 was Balocks Federation, and furure Earth definitely would not amount to anything but a third world mud hut culture to Balock's people. Oh and Spock was an oddball in Starfleet. He's the only token alien you see in the banlon shirt, and he was there only because of his human Mom. Oh BTW, they even hadn't settled on the 23rd century before season two. 200 years in the future, 700 years in the future, 300 years: all were bantered about in scripts.

Yes, in Space Seed, they said Khan had been asleep two centuries. Assuming that's a case of rounding, you put it to the early 23rd century since Khan was described as from the "late 1990's". The 2270's would, however, be stretching a "two centuries" estimate. Squire of Gothos described Trelane's late 18th / Earth 19th century decor as being from 900 years ago, in accordance with the planet supposedly being 900 light years from Earth and assuming he'd been viewing Earth through a mechanism that pulled images at the speed of light. Early 19th century is more likely, since he did mention the death of Alexander Hamilton in 1804. It's not uncommon when shows get up and running for some things to not line up as they are presented later. They need to get the early episodes written and filmed in time to air and often the series bible is a work in progress. Note how The Enemy Within never brings up shuttle craft.

I love the real classified true story and the classification of the actual version of this although Hollywood version of it was nicely done in a way that it meet govt guidelines. 👍👍👍. United earth however in reality way back then some 10,000 yrs ago and beyond that had one solid govt the United earth Alliance but it was not ruled by a prime minister but a king. Shasta mt. In California is the military base of the UEA and D.C. was the king govt state capital. This is when the landlocked were still present. Now history and book and so on has made many different claim of different story that are just mix conceptions.

How I think the United earth is sorted is each nations parliment or congress still has local devolved authority within their own territory and the supreme authority is UE government. Similar to How the U.K. deals with its territory Scotland wales and northern irland has its own power but the primary authority is the parliament, but what is the upper chamber in the earth government lords? Senate? Didn’t the cardssians civilian republic join after the war ?

Marcus W my thoughts exactly -there is reference to various 'national' institutions and events enduring even in the era of the UE and the UFP-after the Breen attack San Francisco in DS9, non canon sources refer to a visit to the city by the PM of Earth, the UFP president AND the President of the United States, and there is reference to the British still having a royal family and events such as the Olympics still occurring. Some level of local identity seems to persist on Earth even if it's just powerless focuses for local tradition. Of course it would be interesting to see what power remains in the hands of say the US government in the 24th century. If the UFP basically regulates commerce and trade between members and it's 'economic' relations with non UFP members (not that the economics of the 24th century is comparable to today), and presumably regulates Starfleet in a similar manner to how NATO is run, and one would assume cajoles its members into shared foreign policy goals, then the Earth government must presumably mirror those duties at a lower level not claimed by the UFP in human territory So for example UE presumably regulates relations between Earth and it's colonies, regulates it's resources and ensures all areas adhere to UE and Earth laws, and presumably polices the Human territories with its own separate military. What about the subdivisions of Earth then? Is the US Congress just a glorified city government maintaining the local schools and public transporters? What about the States, or the lower levels of government such as counties or city government? How many layers of government does the average human have to deal with?

Anthony Cunningham I think the UE is assume it’s like a more intense version of the European Union each member has mostly total authority, over its own affairs, except for freedom of movement, trade inside the block (Eu market) trade policy, trade tariffs etc etc (Let’s ignore that the U.K. is leaving and many nations inside the EU is getting angry of being told what to do by unelected officials and more members are threatening to leave if things don’t change) So I think it’s how it goes is 1.each nation more or less sets it’s own internal laws, in their own systems of government. (But all are democracy’s as it’s the 22nd-24th century) so their president or prime ministers are still pretty powerful. 2. ALL earth nations are members of the UE (like their are members of the Eu) they have overall laws that must be adhered to as members like execution is strictly forbidden under any circumstances, right to health care blah blah. Internal trade policy (internal to Earth) 3. The president of earth is actually the president of the UE commission (like their is a president of the EU (European Union) parliament however I’m assuming this UE (United earth) is elected by the members of the United earth parliament. not the people themselves. The people vote for UEMP (United earth members parliament who they then vote for the president/leader) that’s how it works in a parliamentary system. please note i can’t see a total presidential system working here it’s too complex. 4. The president of the UE (United earth) remember voted in by the elected members of United earth parliament (I’m assuming each nation is aloud a certain amount) has power but only limited by what the members of the UE Will give them, it’s not a good idea for the UE president to get too power happy as members might withdraw. (Like the U.K. from the Eu) 5. all world leaders of each nation meet up every so often have summits to discuss internal matters and courses of action can be taken legislative agendas set (i am assuming each president/ prime minister of nations has veto power or the others can’t without majority) 6. Star fleet is NATO, all members of earth contribute a set amount of their GDP (whatever economy’s are like them) to defence like 2% min is required by natio except only the USA and the U.K. meet that target and then some 7. The federation is like the UE but on interstellar scale but has absolutely no authority to interfere with the internal governments of each world (their not that’s said in Star Trek it’s extremely forbidden) but all members must stick to certain rules and those rules can only be changed by majority of members voting. but each world appoints!!! Not elects members to serve as their represetiuvies of the fed. This is the only way I can see a United earth government working so it’s not actually a government per say! It’s more a united member government but with very limited power to affect anything on a global scale Each nation USA U.K. France, Germany Australia etc all still Retain pretty much total authority of their own internal affairs. And still have prime ministers and presidents. But it’s politics so I have no doubt even in the future certain members have a lot more power than others like the USA and the U.K. have far more than say Jamaica or New Zealand (no shade to them) So each nation in its collective form as one coming together serves as the legislative (makes the laws) and the UE parliament is the executive (lords or The Senate the regulatory upper chamber) And the federation is a very light federal alliance but not government more a let’s all get along and be friends collective defence trade etc but with totally no interference inside each planet) Their are still nation elections, and then their are UE elections where people elect their members to serve for them in the UE parliament and those elected members elect a president. You can bet your ass a lot of internal lobbying goes on lol. They was long lol but I think that’s it it works. It makes sense

Basically it would work by the Federation simply having a law that states "any power to legislate, specifically delegated by the members to the Federation, shall be presumed to remain with the members, to use as they wish except in such times where said law contradicts the articles of this charter" And then the UE constitution cam have exactly the same rule for the nations of Earth, effectively stating they can pass any law provided they do not contradict the rights and powers delegated to Earth and the Federation in their respective charters and constitutions

From what I've noticed in this and other vids with similar themes, there don't appear to be any non-humanoid species that are members of the Federation. Did I overlook them? Are homo sapiens the only Earth-born members of the Federation, or are cetaceans (whales and dolphins) included? Have we developed a way to communicate with each other, or are humans still slaughtering our brothers and sisters of the seas? And what was required to convince humans to work together, rather than tearing our species apart (as we've done for thousands of centuries)? Do any videos exist that provide a detailed history of our species from the 20th century -- with its bloody, genocidal conflicts -- to the 24th century?

The human race learned to work together as a result of first contact with Vulcan causing humanity to see Earth as the human homeworld for the first time. The Vulcans provided reconstruction aid and diplomatic assistance as the various Earth coalitions rebuilt the world after WWIII and slowly formed a unified planetary government with Australia being the last nation to sign on. As far as Cetaceans went, humanity drove the humpback whale to extinction in the early 21st century. By the 23rd century, with the reintroduction of the Humpback whale to Earth's ecology, the Federation had recognized basic inalienable rights for cetaceans.

There's a lot of talk of elected representatives in the Star trek future but man, it must be depressing to have literally billions of people vote in favor of a candidate and have them not be put into the position. I get frustrated sometimes at how little my vote counts, but it's much more minuscule of an impact in the galactic sprawl presented here.

I don't think the writers of Discovery worked hard to stay in Canon. That being said, there are countries with semi-presidential systems, including France and russia. From a quick Google search, the French system of government seems to have been carried over in several of their former colonies. Algeria, Haiti and the Democratic Republic of the Congo all have mixed executives.
