@@AncientHoplite It’s a character who already exists in game, and you’re right, he’s imperial race - Legate Taurinus Duilis. The two on the left are Nord and Breton legates also in the game, whilst the last guy is Commander Maro from the Penitus Oculatus.

It can be done. The Dragonborn is again protagonist you import saves and choices from Skyrim (like Witcher 3 did). The faction system works like Dragon Age Inquisition, you fight directly but also do political stuff and judge people. Take decisions during wars and battles with relative consequences. During the game general Tullius dies in battle and the Dragonborn is chosen to be general of the 4th legion, from there you start to build more and more armies to the point where you are enough powerful to defeat all the enemies of the Empire and become Emperor.

Imperial Knowledge Michael Kirkbride, although not working with Bethesda anymore, still releases a lot of content every now and then, and it seems like most games of the series had their themes planned several years ago. There are several Towers, literal or otherwise, who cosmologically keep Mundus as it is. They are each powered by a Stone, which may not be a literal stone, sometimes being a magical object or even a person. The First Tower to be known is Adamantia, known for being created by the Aedra as a place to discuss the punish they'd give Lorkhan. It's of note that Convention happened outside of Aurbic time, and this temporal anomaly is the Stone. Adamantia made time go linear. The second known Tower was created shortly afterwards, Red Mountain itself. It's Stone is the Heart of Lorkhan, and it served the purpose of stopping the continuous draining of power on the Aedra, stabilizing Mundus. It is currently considered to have been deactivated. "Snow-Throat" was shouted into existence by Kyne and mankind was shouted into it. It's Stone is not named, but it's described as "kingless, sundered and bleeding", which indicates that it's Stone is the people of Skyrim, or rather, the spirit of mankind. Orichalc was a Tower in Yokuda, and it's Stone apparently was a sword. It is not clear if the pankratosword is a magical technique or the literal sword that powered the Tower, but it's deactivation caused Yokuda to sink. White-Gold Tower is the classic example, with Chim-El Adabal, the main stone in the Amulet of Kings, being it's Stone. It's important to note that this Tower mimicks Adamantia in shape and size, and the entire Imperial City is designed to mimic the Aurbis. It is not clear if it's active or not. Crystal-like-Law was in Alinor, and it was destroyed in the Oblivion Crisis if Im not mistaken. It's Stone was "a person". There's still "Tree-Sap", which probably is in Valenwood, and Walk-Brass, the OG Numidium, which may or may not be active. If the Thalmor destroy them all, the rules of the Dawn Era apply, time becomes one continuous "Dragon Break" of sorts, and they'll be able to eliminate mankind, mortality and Lorkhan himself from the realm of possibility, reverting the creation of Mundus and turning them into et'Ada again. Further inspection to MK's work indicates that the Thalmor failed and somehow fucked up the plan or did not understand something about the cosmos.
