J Spin I think those people are just incredibly bad. It takes effort to take years of lessons in something and still be bad at it. Talent just means you can pick things up quicker or learn a certain skill faster. Maybe you can go a little bit further with that skill, but really all it means is you have little trouble learning it. I wouldn’t boil down years of hard work, learning, and practice to just “he’s talented” (which personally to me is more of compliment).
