Dr. Deming's fourteen points includes 'Drive out fear'. To do so requires a significant change in the culture for most organizations.
Transforming the culture
Mutually agreed Guiding Documents provide the foundation for the culture the district is seeking to create. The culture has to be actively and thoughtfully created, then managed.
Building capacity
The rapidly growing district faced the challenge of building district-wide capacity for continual improvement. Among the strategies to address this was the establishment of the Annual Conference each February and the creation of the Continuous Improvement Institute.
Continual improvement
Initially, when you ask people to improve they can become defensive. Continual improvement is not about a deficit perspective. Asking new questions changes the conversations.
Celebrating successes
Identify people who are using the philosophy and processes, and promote their successes as examples. Be persistent and patient.
