Kuma's fruit is broken, but I'll still mention Law's as similarly broken, if not more so. He's a "FREE Modification Human", meaning he can modify anything, which in theory is just as broken as being able to repel anything. We've already seen Law do stuff modifying characters on a cellular level (Bullet in Stampede) and conceptual level (Personality transplant surgery), and that's to say nothing of the perpetual youth surgery, which may even make something like Bonney's ability to age a person completely obsolete. Then there's the fact that Kuma's fruit has to make contact with the person to access it's most busted abilities while Law's fruit has theoretically limitless range if the user has enough stamina and is not restricted by physical perception (e.g., he doesn't have to see what he's swapping to swap it).

As most powerful im assuming you mean in combat ability. This is my favorite fruit. I’ve always knew the ability to repel anything was broken but it doesn’t get talked about enough. It is the strongest. There is one other fruit though that I think has a claim. That is the Zushi Zushi no mi. The ability to control gravity is so broken. You could literally change physics with that I’m sure once awaken. The Nikyu Nikyu no mi vs Zushi Zushi no mi. I’m sure these 2 fruits would be related lol.

I do think this can be seen as the most powerful devil fruit for defense as if you can repel anything nothing can hurt you. However this is only for defense and it really just makes you invincible. In terms of offensive capabilities there are devil fruits that surpass the paw paw like the magma and quake fruit. The quake fruit is stated to be able to destroy the world by Sengoku making it planetary in power and the magma fruit is stated by Oda himself to be the strongest offensive fruit in the entire series including the quake fruit meaning it’s maximum potential is beyond planetary. There are Hax fruits that I think surpass the paw fruit like the Phoenix and Nika. Phoenix can literally heal you from any would imaginable and Nika literally gives you toon force. Now there is another fruit that could surpass it but we don’t know if it’s power is the nature of the fruit or the nature of the user and it’s the dark fruit. The reason I say this is because we don’t know if the dark fruit can steal devil fruit abilities or if that’s just the nature of blackbeard(three souls theory). If the dark fruit does give the user the ability to steal fruit abilities from other users than bam that’s the strongest devil fruit because it has its own abilities and can gain access from any other broken devil fruit in the series. If it isn’t than it’s just another logia with the disadvantage of taking twice the damage.
