'There's a lot of it. I mean by all accounts we're talking one hundred to two hundred billion barrels [of] recoverable oil,' explains Bill Messerall, one man working in the oil industry. As Azerbaijan became independent, Westerners like Messerall were able to move in and exploit the oil for themselves. In the 19th century, there was another oil boom - but those who profited lost their fortunes to the Bolsheviks. 'The houses of the rich were confiscated’, recollects one woman. But despite the hope of prosperity, change is hard for some. 'The Soviet mentality, imposed for three generations, requires at least one generation to get rid of.'
