15:50 that's because Pakistan only allows dual citizenship with a select number of countries that it has dual citizenship agreements with as specified by the DG Immigration & Passports office under Interior Ministry. USA, Canada, UK, Australia, Sweden, France etc. are in that list. Afghanistan is NOT in that list of dual citizenship countries, hence this restriction. Personally, I support unrestricted dual citizenship for Pakistanis, only exception would be if they are to serve in govt (bureaucracy, parliament, ministries etc.)
