Sets that disprove it: Sesame Street (All the figs heads but Oscar), Winnie the Pooh (All figs), Typewriter (The ribbon), Seinfeld (Seinfeld's Hair), The Stratocaster (The ribbon), The Motorized Lighthouse (the motorized components), Hocus Pocus (Dani, Mary Sanderson, & Winifred Sanderson's headpieces), The Insects (The Mantis' arms), The Polaroid (The Photos), The Family Tree (The Photo Holders), & The D&D set (a sword, the villain's cape, the Cinderhowl's wings, & the elf's hair ) It is only when the set is initially pitched is when you can't use custom pieces/moulds. I really want the house as that is the main location. Doofensmirtz Evil Incorporated or a buildable Perry are my second and third choice respectively.

Exactly. YOU cannot suggest a new part, but if they decide to make an Ideas set (or make a set 'inspired by several similar submissions' (to steal from one is plagiarism, to steal from many is research)) they can make a new mold for 'their own set.'

Tbf for years it was an actual rule it didn’t change until a very recent Lego ideas set that being the Sesame Street set (which was originally submitted with the rule in mind not using any new molds in concept images)

I think you’re getting the rule mixed up. LEGO Ideas designers are unable to suggest new molds for their project, LEGO can introduce new molds at their discretion, as the Sesame Street and Winnie the Pooh sets have proven.

I’m pretty sure the actual rule is the design you submit cant have custom molds, but when they actually make the set they can change it any way they want, including adding custom molds. Not even sure if this is even a rule though, just going by what I remember.

Its probably Because the P&F Characters have Head shapes with Angels (E.G Phineas is a Triangle and Ferb is a Rectangle), Whears Sesame Street and Winnie the Pooh Have Characters with Mostly Sphere Heads.
