To be fair, the Skrulls had attempted to invade Earth multiple times before. Secret Invasion was simply the most successful, despite it ultimately failing in the end.

Let's not forget Electro who was responsible for Breakout that happened in the Raft was agreement with Skrull agent who would later take Elektra's identity. Also Black Goliath's death was in the hands of the Skrulls after Ragnarok clone was tampered with to ensure their invasion didn't fail.
