I used to work in the Everglades, and it's so funny to see people talk about gators that have never had to deal with them before. Y'know, when you guys mentioned Okuyasu, I realized something: Maybe the reason he doesn't use The Hand to its fullest potential isn't because he's stupid. Like, yeah, he's an idiot, for sure. But remember that he and Keicho were trying to find a stand that could put their father out of their misery - they undoubtedly tried The Hand, which wouldn't have worked. I imagine that Okuyasu would've seen how his stand affects living creatures, and then resolved to never use that ability directly on other people. Of course, the more obvious (and funnier) answer is that he's got a Hand-sized void where his brain should be, but I also think he's _just_ empathetic enough to use his stand at least somewhat responsibly.
