Tony’s ask of bringing whoever told John about the joke was masterful because he knew John would never rat out Paulie as it would cause Paulie to get clipped and ruin John’s information conduit to Jersey. He’d also have to admit that he’s been going behind everyone’s back including Carmine to gain intel on the Soprano family. Carmine would’ve never gone for this because he wanted things to run profitably and quietly. Tony is very aware of this and also knows that his proposed “compromise” is something Carmine would find very fair and reasonable. With one sentence, Tony put John in a corner and put even Carmine against him for clipping Ralph. Subtle example of Tony being an adept mobster.
