The bit I love about Sanji's picture is they actually tried to get a photo of him and failed twice. One was because the camera's lens cap was still on, and the other time he was still under the effects of Kalifa's Devil Fruit, so it was considered unusable. After that they went with a sketch, and that one tidbit comes into play several times before his next bounty update. Then again, there's always something wrong with Sanji's posters. It's a running gag.

Jack, you are right when you said that Doflamingo (and even Kuma, the other Warlord) had bounties in the sub-300 million range. But, you need to consider the fact that those bounties were frozen when they became Warlords. This is never stated in the anime and even I came to know this from the fandom only. So, the bounties of the Warlords are not indicative of their true strength at all.

One thought that occurred to me at the time I first read through this point in the manga: You know the Franky Family are sincere about their desire to send Franky with the Straw Hats because they journeyed to Enies Lobby to rescue him. If they hadn't done that, this whole bit could be easily interpreted as them getting rid of Franky for their own sake, however the story tries to present it. But because they took on the world to save their big bro, same as the Straw Hats for Robin, we know they truly want what's best for him. Also, if you ever get a chance, look up "Real Men Of Genius: A Tribute to Franky". It's a parody of the old "Real Men of Genius" Budweiser commercials edited to star Franky as the "Tiny-Thong Bikini Wearer".

The name you were thinking of is the Bermuda Triangle and I would say that there definitely seems to be some inspiration there. I'm not sure if it was explained earlier or if the anime ever explains it (I could have sworn it did though), but the warlords' have "locked" bounties. So, whenever people throw around a warlord's bounty they are actually just saying what they were worth before they were one and chances are they have become far more dangerous since then.

I never warmed to Franky's character (stopped reading and watching after Thriller Bark because I heard there was a timeskip coming and Naruto Shippuden ruined me on post-timeskip....stuff) but rewatching alongside you makes me enjoy Franky and what he brings to the series.
