I think that's just a misunderstanding of the Soviet sniper doctrine compared to other countries' sniper doctrine. Soviets wanted a mobile sniper who would move with their squad or platoon and provide longer range fire from a reasonably close distance (just outside the enemy's ability to engage them with regular infantry weapons); while other countries wanted snipers who stayed far away and picked off high value targets, performed reconnaissance, or called in fire missions.

The DMR concept is to take a service rifle from the rack, accurize it, and have it use the same ammo as used in the general infantry unit. ДШБ - десантно-штурмовой батальон. Это подразделения относящееся к ВДВ - воздушно-десантные войска или к морской пехоте. Охотой на караваны в Афганистане занимались подразделения спецназа ГРУ (главное разведовательное управление). Подготовленный стрелок способен поражать грудную мишень (размер 20х20 дюймов) на дистанции до 800 метров (900 ярдов). ПС: пишу так, что бы гугл переводчик смог адекватно перевести на английский язык.

Used one during conscription. Hated every second of it compared to a bolt action with same caliber. Main reason was that the scope was in russian markings and impossible to zero.

AR 10 in literally any caliber will be a lighter, more accurate, and more ergonomic Not to mention much cheaper
