I also really liked his discussion of subsidiarity. He is correct that the American system to reflected this in our foundation. He is also correct to reflect on the failure of the family as a precursor to the growth of national power in America. What I think he is getting at regarding the nature of political authority is that it ought to interfere only when necessary and for the good of all in society. This is what the American system is actually founded on. This is why we are a republic and are supposed to embody republican virtue in our institutions. Republican virtue meaning, doing what is good for the good of all.
