is it safe - Yes it is safe because the police have been told to leave tourists alone, but don't argue with them. Then they have also been placed in tourist areas like Tofo to safeguard the people of the town. It is a very tight-knit community so almost everyone knows everyone and this community is very protective because you can imagine if something happened it would affect all tourism.
Stick to the main roads because they are faster than the secondary roads, they are very slow and the main roads can also be slow, you will average out at 70kmph but on the secondary roads, there are a lot of potholes and livestock.
There are fuel stations almost every 70 km.
You must get 3rd party insurance from Hollard Insurance/Mozambique, very easy to do online.

this was a family holiday and spent 10 days in Tofo really experiencing it like a local person.
My TOP TIP
Spend 5 nights in Tofo and spend another 5 nights north in Vilankulos because here you can see the Dugong which is an incredible animal.
