If calling or not calling penalties is hard too hard at ice level, and we're all constantly yelling at the tv "omg where is the call there", maybe there's a solution in having a ref watch the game from afar.

My biggest problem with officiating is that it’s so damn inconsistent. They don’t call a penalty every single time someone gets cross checked, or every single time a scoring chance is denied by a stick in the hands, or every time a stick is knocked out of a players hands. I understand it isn’t ALL on individual refs and that some of it is bad messaging from the league. There’s also 0 consistency in fines handed out by the NHL Player Safety. Subban slew foots everyone within a 10 mile radius and gets a fine. Marchand does it once and gets 3 games. I agree with the Marchand decision because he’s a repeat offender, but how the hell is Subban not a repeat offender when he’s had at least 3 dangerous slew foots in just this season?!

Subban's plays were just trips. A slew foot is a trip with the foot AND using the upper body to throw the guy down. Subban was fined for dangerous trips, not slew foots. The lack of rule knowledge by many fans is what contributes to this. The NHL rulebook can be found online, read it and try to understand the rules. Maybe even better all of the fans who complain can sign up to work local youth games by them and see how hard it is. Refs make mistakes, it happens. Everyone makes mistakes at work and many refs know when they mess up and use it as a teaching tool for themselves. Work some hockey games and then these fans who complain can come back and we'll see how much their perspective changes.

@@benstark4578 The official wording available on the NHL website: Slew-footing is the act of a player using his leg or foot to knock or kick an opponent's feet from under him, or pushes an opponent's upper body backward with an arm or elbow, and at the same time with a forward motion of his leg, knocks or kicks the opponent's feet from under him, causing him to fall violently to the ice. Notice that "or" in there. The first description is still a slew foot even though it does not involve upper body. The lack of knowledge by many fans indeed.

Agreed. As inconsistant as it is right now, no one knows what to expect from the officials during any given moment. I once considered that the league needs to develop a baseline for all refs to operate off of, but that was until I recognized that they already have one in the form of the rulebook and the issue is that it isn’t being enforced uniformly. To fix this, I think the key is education. Have the refs meet with the league and each other regularly to discuss how they can improve their calls and the problems that they’re seeing, and in that way they can all improve together as a more cohesive body. Then after they’ve come to a common agreement on how calls should be made and how games should be managed, the league can then inform (at the very least) the coaches/GM's as to what they can expect from the refs. It’s a simple solution, but I agree with Shannon that so long as the league remains in denial of such issues, then there is never going to be any kind of substantial improvements unfortunately. 😞

The ever lasting debate is because not all crosschecks n slashes are created equally. And the third period is less calls mostly. And the players affect the feel of the game. Kadri flopping is not the same as McDavid falling. Too many human elements

When a team gets called for something, and the other team does the same thing but there's no call; is the problem, specifically when it affects the outcome of the game.

Effecting the outcome of a game is called "Fixing" and its pretty obvious that the NHL has an interest in controlling the outcome of games. It has gotten worse in the last few years because of gambling. Every major sport in North America now has an "Official gambling partner" and casinos are major sponsors. That is a conflict of interest, especially if the NHL is getting kickbacks from the gambling, so of course they would have an interest in controlling the outcomes of games. There is a potential of making billions of dollars on the side.

Well, every missed call has the potential to alter a game. So what someone would have to do is watch every game, and see how many missed calls for each team there were.

@@alpearson9158 maybe, but back in the early 90s when I started watching hockey, you didn't have the crazy amount of replay angles that you do now, so it was harder to see what was happening

The NHL rule book should be written in braille for some of the reffing I’ve seen. The worst officiating starts during playoffs though. The third team on the ice can rob teams.

Playoffs are a whole new season and, honestly, calling those games a little looser is exciting as a fan. However, I can imagine if refs were strick during the season and looser during the postseason, I could see that affecting teams.

But that's not a ref thing, it's a league thing. If the NHL didn't like the way that their refs were working, they would have replaced or told them to call the game different.

One problem with officiating that’s just accepted is that if a call is missed, they will intentionally miss calls for the opposing team. Then eventually they just don’t call anything unless they physically have to (ie delay of game)… that’s how problems start. Admit you’re wrong, apologize, and move on. You have no reason to have an ego. I like when they warn players about stuff, like “that’s enough, stop or I’m giving you a penalty” or “you actually aren’t allowed to [insert obscure rule] but I’ll let you off with a warning” or even “everyone knock it off, next one to do xyz is gone” It’s also nice to have them explain things and at least try to have civil discourse.

okay but if they called everything we would have constant 4 on 4's and powerplay and 4 on 3's Refs purposely miss some calls so the game doesnt get too dragged out

@@joeroganreal exactly, which is what I'm saying. They don't call some shit, because if they called everything, we wouldn't have a hockey game. To make up for some of those missed calls on one side, they purposely miss some calls on the other side too. We call those "amend" calls.

When I was ref (not hockey, but same principals apply) and I saw that some players were playing very edgy I called them out... one match we let the game run even though the players got very edgy along the boards. So at the intermission my partner and I called in the captains and told them that both teams need to stop doing it, we tolerated it so far for the sake of a fluent game, but it got too dangerous and for players' safety, we cannot tolerate it anymore. We told them the next one going in like this again will be gone for 5 minutes. We asked them to convey the message to their teams. 30 seconds into the next period they did again and we sent the offending player to the sin bin for five minutes as advertized. We had no problems/arguing about the call, as we clearly communicated that this will happen in case of repetition... never before or after had I a five minute call with so few drama...

Thanks for the great talk. Been watching hockey since the late 1970's... and tho I've had some issues with some refs and not others, I always try to remember, they're human. They're gonna make mistakes, or at ice level, it looks different than looking down from the stands. Ultimately I do agree... it goes back on the league to provide the guidance/communication and they fail at it.

You finally put into words what I've been thinking for a long time! It's an institutional issue, not individual. I like Wes as a ref alot, but he's also not immune to the same issues every ref is. Shit rolls downhill.

Exactly. When the Tim Peele controversy broke, I said then that it doesn't start with, nor does it end with, Tim Peele. He was just the guy that got caught, and took the fall. But he was talking to another ref (Wes McCauley, if I am informed correctly) and felt comfortable doing so. Which means he felt comfortable within the system to do what he did, which indicates a systemic (i.e. League) issue.

I think on September 1st there should be a lottery, like a draft lottery, where they decide which penalties they call this year. Year of slashing, year of boarding, year of cross-checking - it has to be decided in a more entertaining way.

I heard it used to be a thing that refs go to the teams' locker rooms and explain how they are going to call this game. Like, what is goalie interference, what is boarding, where is the line for interference and so on. It might actually be a good idea to make coaches and players happy.

@@dshockeybreaks I'll take "things that will never happen," for $200, Alex! People are different, and what you think is a hooking penalty and what I do can and will vary. I rember watching hockey when the refs still wore their names on the back of their uniforms, and knew how they would call games based on who the ref was. Almost like how different home plate umpires have different strike zones.

For football we would have refs that would go over during warmups and tell the coaches that there going to be looking for holding or what constitutes pass interference. it sucks but it is better than having to figure out during the game

Shannon, you are making too darn much sense. 😎. Use of video has to be the answer or part of the answer. Brindy has said that for years. Rod did throw his gum, but what he was so upset about is that the play was vividly offsides, the slash on the players stick came after the player was offsides. A simple and quick video call/review would have caught that. Of course the fact that it basically handed the Caps the game only added to the frustration. How much of the game is called to tilt the ice one way or another, how might gambling play into that one way or another, the questions go on. But you are spot on. Thanks for the excellent video as always.

Watched the sabers kraken game the other night and saw some interesting officiating. A kraken player got called for tripping early in the first and was chirping at the ref on the way to the box. The ref announced the call and then skated by the box and gave the kraken player a couple eff yous on the way by. Rest of the game saw 4 penalties levied against the kraken and zero against Buffalo. That's zero despite some pretty obvious shenanigans happening right in front of the refs. Officials whose egos take precedence over professionalism are the worst part of any sport.

Officials are so afraid of influencing the outcome of a game that they're losing sight of what they are there to do in the first place. Keep the players safe, keep the players honest, and maintain control at all times.

It's on the refs to set a standard early in the game. If they have a loose standard and then try to tighten it up in the third period, it probably won't work. That's the way it is. It's not that the refs don't want to influence the outcome of the game but more so on the standard of each ref and how they enforce their standards.

Call everything and players will adjust. NHL needs to nut up and call hockey like the IIHF does, its a hell of a lot more cut and dry than this "game management" garbage

@@RandomGuyCDN I've always hate the "game management" excuse. It's a cop out to try to not piss off one fan base and tell them they just have dirty players. The ref has one job: keep players safe. If one team is egregiously not following the rules on how to keep your opponents safe, they can have 30 penalties in one game for all I care. Side note, f*** letting play go in the playoffs just because it's the playoffs. This is why when teams go out they have an injury list four pages long. Call penalties in the playoffs. If a penalty influences the game that's not on the ref, it's on the idiot who committed a penalizable act.

If the league is afraid there would be to many penalties or the game would be impacted to much get rid of unnecessary penalties everything that isn't dangerous and isn't preventing the flow of the game (eg kill the trapezoid,...) so refs can concentrate on the important stuff. And if necessary shorten the PP to 90' so one decision has not that much of an impact.

The calls that just frustrate me the most is when they call both a penalty and embellishment. Doesn't make since at all.

I am curious now that you have gambling at the NHL games, and if you own a team in AZ you can be your own sportsbook. I am curious if some sort of gambling oversight committee is also interested in referee actions to make sure point shaving or impacting first goal bets is not happening.

Amazing talk! So glad you're bringing some attention to this. The league has been getting away with the responsibility of having a true standard for penalty calls and I hope more people start talking about this because you're right, no game should feel unbalanced simply because of the ref calling the game.

Well said, I think the concept of game management is lost on a lot of fans. Sucks for the refs who are doing their jobs how they’re supposed to. I’m still gonna yell at them though lol

I Remember Kerry Fraser when he did Red Wings games in the 90s. Kerry was mostly concerned about his hair and calling penalties on the Wings.

Interference absolutely drives me nuts, a guy dumps the puck in the zone and is hit 1 sec after automatic interference, a d man gets run 12 sec after he gets rid of the puck behind his net or at the point, no interference, call it the same either way

One thing I noticed and actually did some research on is how much favorable officiating Vegas gets. I noticed last year since the Wild played them so often that the officiating was always terrible when we played them with Vegas benefitting from it. I asked fans of all other teams in the West division and they said it was the same when they played Vegas. There’s too much smoke for there to be no fire in that situation in my opinion. I think there was a conspiracy to help Vegas for ratings

Vegas has had refs favor them from the very start. It’s fucking blatant. Seattle doesn’t get that kind of treatment. Bettman is Foley’s bitch.

Well, what do the stats say? In Vegas's first two seasons in the league, they were +11 and +2 in power plays (theirs minus opponents). Maybe +11 is significant, but +2 certainly isn't. Season 3, they were -23. Definitely not being favoured. Last season, +30. This is the season you're referring to and you could conceivably be right. This year, -13. That's pretty bad the *other* way. And Seattle is +12, for those wondering.

Totally agree in calling the rule book. However 40 individuals will interperate the rule book in 40 different ways, unless there is a regular teaching exercise by those who own and maintain the rule book.

They also change the rules to suit their own convenience. Look up the definition of Crosschecking from 1993 and compare that to the 2021 definition. It used to read "both hands on the stick with no part of the stick on the ice. Derien Hatcher was a master at that. He would put the blade of the stick on the ice then "crosscheck" his opponents out of the slot.. Under todays rules that same technique would be a penalty because they changed the definition simply so refs could pick and choose when to call crosschecking (if the ref wanted, or was told to call it to help one team out.)

The amount of penalties per game will always be higher than the amount people want to see in a game. The biggest issue is when they don’t call blatant or dangerous stuff. It sucks when some refs call every touch to the glove and others don’t call actual chops to the hand. Last kings ducks game was atrocious.

I agree, like Crosby flinging that dude into the board's because "he's frustrated" for example. Maybe he tried to slew foot him, maybe he didn't, that doesn't mean you get to launch a dude headfirst into the boards and not catch a penalty for it

Thats why i think they need to be strict and call all the penalties. If they all get called it will be consistent! The players will adapt and adjust. Sure there might be growing pains, but its what the league needs.

Excellent video Shannon. You make all the right points. The biggest thing I notice, as well, is that there isn’t the same accountability for the officials in the NHL as there is in other leagues. They just call the game and don’t have to say anything and move on. Perhaps if they were made to explain why they’re managing games and showing favouritism one way or another, that might eliminate some of the problems as well.

Good video analysis as always. My quibble is the reference to Calgary v Pittsburg where the refs "put the whistles away and let them play". Most of the game that was true, but in the third period, after ignoring an obvious interference play against Pittsburge, Backlund was called for interference and the result was a PPG for Pittsburg which got them into OT and a point in the game.

Consistency must be followed. Some baseball umpires are known for small or large strike zones. But until they do it with one team and not the other, then there is a huge problem.

If the majority of the owners had a problem with the reffing there would be changes. There are more teams that benefit from game management/letting the teams play than don't and as long as that exists there will be no changes to how the refs call games.

Imagine how much more exciting the first few games of the Playoffs would be if they called the rule book. All those powerplays would catch everyone off guard, and really put the muscle (or dirty) players on the back foot. It would shake things up, and as the players wise-up to the idea that the rules are going to be enforced, it would allow the more-talented players to make use of the ice - a better reflection of the regular season, so all those games don't feel so pointless. ...I can't tell you how irritating it is to watch quality hockey players get bulldozed and bullied into submission by a bunch of meat-heads while the zebras sit back with a tall drink and just watch the game fall into chaos.

That won't happen until the leaguwants it to. Everyone gets mad at the refs, but should be mad at the league. I think refs call the game dang near exactly how the league wants it to be called. Otherwise, the league would have new refs.

One of the big problems with the officiating is not only is it inconsistent but the have no problem calling the chintzy stuff but let a lot of dangerous plays go.

My problem with the officiating is they have been caught more than once making it seem like they have been "influencing" games way out of what should be happening and I believe it's 100% because the NHL wants in on the NFL's Gambling scene.

Came back to watch this after fuming on some things from the Avs-Canucks game on 3/23. I would be interested on your perspective on how officiating has been in relation to specific players. We all know about how the McDavids of the League feel, but we also have Kadri who I think was kicked out of every face off he had in this last game, and it probably isn't the first time it has happened.

I love this video, covered all of the issues I've seen with officiating and more. The one thing not in the video or much of in the comments as far as I could tell was injuries from penalties that go uncalled as well as obvious embellishments, for plays like that there should be a review and some form of adjustment to the call instead of welp it was called (or uncalled) on the play this way so play on. It may slow down the game a lot more in some ways, but I think the reaction would be a net positive. Whenever officiating (or lack thereof) comes up I always think of Eric Staal getting cross-checked in the head on a MN Wild Powerplay in the 2018 1st round series that caused an injury. Like you say, it all goes away if the league tells referees to call the rulebook and we can then root out real bad referees and hold this sport and league to a higher standard. Another thing that gets me is high stick calls by their own teams stick. If a team is using the white road jersey then all that teams sticks should have white tape . Black for home team.

Re: Brind'Amour... he was pissed because the Caps player was offside and Aho's slash wouldn't have counted as a penalty unless it was flagrant. Calling it out like that at the end of the game altered the game completely. The Canes had the momentum and the Jarvis penalty was killable. A 5 on 3 vs the Caps is a death sentence with less than 5 to go. All the Caps had to do was sit on the blue line and keep their sticks to themselves so as not to submit themselves to a PK situation. The ENG hardly mattered.

Great video, I think the only real thing I think you skirted is how inconsistent penalty calling causes so much unnecessarily confusion for new fans. For a league that is constantly hungering to break into large, new, previously nonhockey markets, it really seems like they are just shooting themselves in the feet. If these new fans do not have access to someone who's been watching for a while, how are you supposed to know why the penalty was called for those "this is only a penalty every fifth time it happens" penalties? I mean even to add a few second explanation of the call, like the NFL does, would add SO MUCH to the understanding of why something was called beyond "team, player number, player, penalty"

My biggest concern is that a heavy forechecking team can be completely removed from the game by an early penalty of interference even though it is absolutely not. Ref's can set a tone that either eliminates contact or encourages it, seems weird but I have seen a number of games determined by early calls that don't seem to have any rhyme or reason to said calls. The net result is that one team or the other just melts away into the abyss

I think a lot of these problems could be mitigated if the league mandated press time for the officials where they have to answer questions and justify their decisions. Each team elects 1 "delegate" to ask questions. it doesn't have to be videotaped but that way we can get their side of things and it shows that the league is actually willing to admit they might not be perfect

If a player or coach doesn't perform, they have to sit and take questions from the media. Players also get sent down to the minors when they don't perform. Why should officials be any different?

When you say there are refs that teams know and think Ugh my mind went immidiately to Francis Charron and the Lightning i know a few years ago someone got his stats calling Lightning games and it was heavily against Lightning in both penalties and wins it was like 70 or 75% of games were lost and the penalties against were in the 40's and the calls for were in the mid teens. If i remember correctly it was in the playoffs and he was moved from that series shortly after.

There are absolutely players that have been blackballed by refs. I've watched #1 players on certain teams get boarded for years, no call. And it makes me crazy to see players we KNOW are divers, dive, and still get the call. Like it's the first time this ref has seen this guy go out there and just flop, and draw a penalty. I'm not saying ignore penalties on that guy, but call what you see, not the reaction.

Whistles have been going away for the last 10 years. Powerplay opportunities are at all-time lows and have trended this way over that period of time. Right now we're getting half the calls that they were calling in 2005-06. I think PPs went up really high in 05-06, and people complained about that a bit for 2 or 3 years. And then the league went and mandated that the games should be reffed more like playoffs. Cries in McDavid.

Calls do make me wonder if they even go back themselves after a game or even during intermission to see who is playing dirty. Look at players faking injury ect. To make the refs look silly.
