I have to ponder, does the budget allocated for the Bagmati project apply for the sewage and waste management system for the houses and buildings in the area? If not, that would be the first priority. Otherwise, there is no way you can encourage people not to do away with their household waste. I believe only after fully managing this somehow should pave the way to make the condition better. Else, we're stuck here, in this moment, forever... Or worse.

The solution is construct sewage drains along both banks of the river to chobar. I remember swimming in Bagmati River during my youth days .

The river is too channelized within the urban-scape. Devoting tons of money to waste management and proper disposal is not going to be effective in my opinion. It may solve waste management issues but will have minimal impact on improving river’s health. The rampant and rapid urban developments (impervious surfaces) have disconnected bagmati river from its natural floodplain. Floodplains, especially within the cityscape, are non-existent in some reaches of the river. For any healthy and functioning river systems connection to floodplain is a must. Natural sinuosity, and groundwater-surface interaction are critical for healthy microhabitats, nutrient dynamics, etc. Encroachments from rapid and rampant urban development have disconnected critical groundwater-surface water connectivity and destroyed its natural floodplain. Creating proper drainage and sewage systems will reduce pollution from direct discharge of raw sewage and industrial waste into the river, but unless the floodplain connectivity is established the river will not return back to healthy conditions. Again, it depends on what metrics of health do the associated regulatory bodies want to attain ? If it’s simply reducing point discharge pollution then “yes” but restoring river’s health for ecosystem services and functions is questionable and may be non-attainable. There are in-channel restoration practices, such as increasing volume of gravel bars, boulder placements, and creating habitats for indigenous grass species so that they can act as sediment trappers are important imo. Gov should focus on in-channel restoration efforts as well.
