He's a rapist running from Prime Minister and assaults Marti off-screen. Ruby (the blonde woman) vaguely knew he was dangerous but didn't know that he was a rapist. It's from 73 Yards, a rather upsetting episode and not even for this reason.

Crazy prime minister who's got a lot of power, implied that he abuses one of his team, ruby knows about it but can't do anything because she has to wait for the right time to do something else.

@@Honey511Bee I would say it is the most upsetting part because it breaks the Doctor Who rule of waving away some unpleasant realities (like it does with sexism and racism in historical episodes)
