First story this is when you not only call local police, you contact zoning, health department, Natural resources and EPA along with state police at least in the US. At least one of them would be concerned over the litter materials getting into ground water ect

Bike story, OP be best to get that bike stamped, microdotted and even lojacked if possible, that women knows where they live and she seems petty enough to try and steal the bike
