We as human beings are naturally moral an innate pre-disposition is implanted or programmed into us. However an external moral principle must be prescribed by a higher authority which would be totally impartial. This is because the book address the whole of mankind and not a select few. It would be confusion to say the least that all this suffering would occur but he would have a new covenant. The only thing that changed the covenant was the penalty of death which according to the old testament it was until the messiah.
