It's just like Filipino speaks fluent English because English is being taught in schools as early as kindergarten, even though they've not gone to English speaking country like US or UK but of course it's recognizable because of accents.

The lady's really good at code-switching. If someone is speaking Tagalog all the time, it's either the elderly, the ones from rural areas, or foreigners trying to learn. Most people in urban populations code-switch all the time.
