If there's a direct link where the bullies encourage someone to commit suicide, you have something there, if the bullies physically harm someone, you have something there, but continuous bullying, wherein the person eventually takes their lives from those actions, well, that's not a viable legal case to hold the bullies accountable for the death. Even if you could, I'd think a good lawyer would be able to weasel their client out of it anyway.
