How do I tell the difference as a Manifestor between an urge and a thought? Do urges have time limits on them?

Sooooo Mani-Gens should wait to respond and then inform & initiate? Initiate and inform then respond- wait that can’t be right. Split says wait for the moment ask a question and then decide which is first? How can one Mani-Gen use this strategy ?
