This wasn’t sampling. Different synth was used and the notes don’t line up. Similar rhythm but still not the same thing. More likely than not inspired from the same genre if anything.

Sampling happens all the time, even in more mainstream music. Shoot, Stardust Speedway: Bad Future (Jp); one of the most popular songs produced by Sega, directly sampled "The Power" by "Snap!". It's never been a point of stealing, think of it as using what already exists and recontextualizing it. Sorry for the rambling, I just think that sampling is a cool thing to talk about.
