It feels like matches are getting shorter and short, and if you have had this feeling I am about to hit you with a wall of justification. Because, in short, they have been, because time wasting has become more efficient and accepted in modern football // soccer and it is posing a problem for everyone from the World Cup to the Premier League.
The time-wasting issue has become so prevalent that these groups have begun to institute rule changes that could become very extreme. They have already started in small ways at various levels and the changes will become more noticeable if results are not produced. The war on flopping is here and is backed up with some cold hard facts.
Much Love,

As someone who has done the job of the 4th official I can tell you what we do: Similar to the problem with timekeeping as a referee, the referees cannot properly manage the managerial zones. Benches have exploded in size. Its not just the coach and his 7 or 5 subs. Its the manager, assistants, subs, other officials, etc. Depending on the league and stuff their are up to 30+ people on the side. Combine that with the stadium being loud etc. its really hard to register everything that happens there. So there needs to be someone who mediates between referees and coaching zones. Oh, and they keep track of the substitutions. All in all thats one of the hardest jobs. I'd rather stay on the line then do the 4th official. And we get substantially less money btw. I think a 5th official would help a lot. They could do the VAR + timekeeping.

Keep in mind: a lot of fouls, and ball going out a lot will account for lower play% even though they dont necesarily time waste. Also i'd like to see what % is played of the standard 90 minutes. Increase in stoppage time resulted less % because in a LOT of games, stoppage time is mostly dead. Its mostly time wasted out in a LOT of games. Additionaly VAR adds dead time, if its a very long var it is sometimes compensated in stoppage, but most of the time it is not. You lose more time now after any goal even if its a simple check compared to a few seasons ago.

Regarding the cookies: Just use a private window. The cookies are gone when you close the window, works in both Firefox and Chromium-based browsers. The whole timewasting mess is interesting. There's definitely too much going on, but where's the limit for time being used for in-game reasons when the ball is out of play (e.g. getting central defenders into the box on a corner), vs downright timewasting. Since a lot of suggestions I've seen from official sources seem to come straight out of handball, I think handball might have the solution for timekeeping as well. In handball (where the clock is supposed to stop when the ball is out of play), there are four officials: Two referees, a scorekeeper and a timekeeper. Having a dedicated timekeeper (or maybe having the fourth official do that) could work for football as well. A scorekeeper is less necessary, as football isn't nearly as high scoring as handball (most recent world cup final in football ended 2-2 after 90 minutes, most recent world cup final in handball ended 34-29 after 60 minutes)

In 2022, the average 80-minute Rugby League match in the NRL had more ball-in-play time than the average 90-minute match in the 2021-22 Premier League season. A crazy stat given the physicality they are putting in. Players in that sport NEED to waste time in order to just keep up but the difference is the laws of the game barely allow them too.
@XXXTENTAClON227

Bare in mind that this physical demand is not representative. Each player on the pitch, excluding the goalkeeper, will have around 60 to 90 seconds on average with the ball. Football looks less demanding because you aren’t paying attention to the ones sprinting, stopping, sprinting etc. over and over again, nor the ones chasing down the ball constantly

@@XXXTENTAClON227 right, football players are endurance athletes the kms they run per game is insane. however, to say it is more physically demanding than rugby league would be a stretch. union maybe, but definitely not the NRL. they do the running AND more. in rugby league, in addition to the contact, they are sprinting up and down 10 metres at EVERY tackle.

One thing that could help is impose players to remain outside of the pitch for as much time as they take when they require physios to come in. Countless times we see players in agony while down on the pitch and by some miraculous medical work are immediately available to come back in once the game restarts. I feel like taking a bit more time to restart the game so the players can have a breather, managers giving instructions during these brief pauses are part of the game, because it's humanly impossible to play for 60 minutes at a high level and not want a few more seconds to rest a bit. Obviously I don't mean in a exaggerated matter like half a minute to take a simple throw in.

Watched a penalty at the weekend. Ref had a chat with keeper, then ref had a chat with defenders, then he wandered over to his spot and finally blew for kick to be taken. Must have taken well over a minute. Players know the rules. Get the ball down, blow the whistle. Penalise anyone infringing the rules and retake if necessary. Also, have a rule only Captains can talk to the ref and stop debating with other players. Tell the Captains to sort out their own teams.

The reason the WC in Qatar had an impact throughout the tournament was exactly that players quickly understood that timewasting is not possible, since refs where stone cold in adding wasted time to the injury time. This is the way forward. Let players understand that "wasting time" is not even possible. On the other hand, I would really dislike the stopwatch system. You need to be able to punish time wasting, and you can't argue that time wasting exists when the clock is stopped.

Leeds have the worst time in play - but it's almost always been the opposition team doing it. I'm absolutely not saying we haven't wasted time - but considering how little time we've spent not losing during matches, there's been very little reason for us to do it especially at home matches. At home it's usually the opposition either setting up frustrate the crowd or simply being happy to get a draw and somehow finding another level and stepping up the time wasting even more when they've gone a goal or two ahead. Wolves, Brentford and Villa are the ones that stand out the most this year with Wolves being especially disgraceful. It's from the first minute to the last in plenty of games and sprinkled in with lots of other low and high key cheating, it was a frequent annoyance when we were in the championship (I swear there was a game against Birmingham or Millwall or someone like that where the ball was genuinely in play for under 45 minutes) but it's become a chronic problem and is only getting worse/more widespread. It's down to the referees and really all it needs is a zero tolerance approach from them - book players for it, whether it's the last 10 minutes or any other time in the game it's a bookable offence and refs never do anything about it until the games basically over assuming they do anything at all. I'm not against clock stopping or just adding more time on like we saw in the world cup - but the simplest solution will likely be the most effective. Actually enforce the rules consistently through a match rather than selectively and it's not just timewasting - how often do referees let teams get away with murder in the first half before going on a booking spree everytime somebody falls over in the second.

In the lower leagues it's just as bad, if not worse. Even when Orient were rubbish last year so many away teams came to slow the game down as much as possible from the off. And it's really annoying when it happens when you're rubbish because as soon as you go 1 down the time wasting gets even worse. When you've paid for your ticket and you're watching 30-40 seconds to take every throw in; when the goalkeeper has to take the goal kick from the opposite side from where the ball went out; and when the physio is on the pitch following every foul and tackle, then it is very frustrating and makes it much more difficult to convince my young daughter that going to the football is an afternoon well spent.

Was awful in the championship even 4-5 years ago and I doubt it's gotten better there. Just as bad in the prem. Had more than a few games where the ball was barely in play and the referees would keep pointing at their watch rather than giving warnings/bookings before only adding 2 mins on and sometimes not even seeing those out. It has to be clamped down on as it's ruining games as a match going fan - nobody wants to see it and it's so obvious when teams are doing it yet referees do nothing. All it would take is a few early bookings but they never want to book anyone for it - even when it starts from the 1st minute of a match.

@@NihilistCrab I think the only way to solve it is to take the time/clock out of the refs hand. I'm a football traditionalist of sorts, I don't like VAR and the move to 5 subs etc, but I would support changing the clock so that it only runs when the ball is in play. For all stoppages and puts ins etc the clock stops until the ball goes live again. I would still rather they keep it at 90 mins, but if they can only make the change by reducing the time to 60 or 70 minutes then so be it. Also, once the clock reaches the end the game only stops the next time the ball goes out of play.

I think utilization of the 4th official is big. Whenever I had a 4th, I had them record who cards were for (and often non-play side assistant) so I could get right to restarting play. Especially with all the tech, you can very easily communicate “14 blue” instead of having to pull out your book and write it down. This makes carding for time wasting REALLY quick. Boom show card play goes. One thing they could add from American football is the ref doing a hand sign for when delay is about to be called. (This happens when there isn’t a visible play clock, high school level and below usually) Players know if they don’t get it out, card coming. And lets the players know you’re on it.

Not sure why they don’t have a timer for things like free kicks and throw ins. For example in the NBA you only have 5 seconds to inbound the ball or the team turns it over. I propose a similar rule for throw ins where if the team does not throw the ball in play in a certain amount of time, the other team gets the throw in or a free kick.

I hate diving, time wasting etc... I often yell at the TV "BOOK HIM GOD DAMIT !!!! " If they actually booked more and everytime they have to make the players hurry up added 1 min, then they would have to speed up... or get sent off..... and play like 120 min but if they don't want to listen they have to feel it !!!! But again ask the referees and the crew how they think they could fix it..... BTW 60 min effective time isn't the answer... it should be around 70-75 min.... but I would rather have the ref just keep adding time...and NOT tell how much time is left. The added time "service" at the sideline also adds to the problem because the teams use this information and they know it very rarely will get more then 1 min after the announced added time.... Sometimes I feel like they add 7 min but only play 1 min. To me it isn't good enough.... Punish the cheaters instead.

I don't think you can assume that the reason added time went down over the tournament is due to how they were enforcing it - that's a correlation/causation fallacy. There are several other explanations for this statistical observation - its a small sample size, so it could just be random. It could be that teams which are heavy underdogs waste time more, and you get more of those lopsided matchups in the group stage, etc.

It's a tactic that is impossible to eliminate to any large degree. Good possession sides will run a clock down with endless sideways and backwards passing. Keepers will keep the ball at their feet before picking it up unless opposition immediately put pressure on. Even a team who are desperate to get forward and attack can unwittingly waste time with poorly hit passes that aren't really on, rushed play or desperate shots. Football by it's very nature can have hugely tedious spells during games regardless of whether the ball is in play or not.

What would the point be in a stop clock that is barely longer than the average ball in play time? I suppose one advantage of a stop clock would be to go on playing until the ball goes dead like they do in rugby union. Playing after the claxon goes until the ball next crosses the goal line or sidelines would be that teams could try to fashion a good opportunity by keeping the ball in play rather than rushing things as teams chasing last minute goals currently do.

Recently in my local league, if a team waste time by faking injuries. The refs will ad like literally a LOT of added time. Early this year, match between Persija Jakarta vs Bali United went almost 107 minutes because a Persija players were severely injured and Bali United players (they were 2 goals ahead on scoresheet) tried to extend time with faking injuries and just rolled over on the field. These extended times made Persija players scored 2 last minute goals and won the match by 3-2!. I really support what FIFA and IFAB will do by stop the clock like American sports.

I am not a media person but I have a lot of friends within sports prodution for TV. One of the problems with linear TV is that they plan their program in advance. So a 90 minute game with extra time up to 10 minutes is great to plan your program. In contrary a in game time is hard to plan. The match might last for only 70 minutes or up to 2 hours if VAR is needed, injuries etm. I don't know if that's a concern right now when tv isn't that linear and there are special sports channels but i remember 5 years ago that was a major issue with my sport (beachvolleyball) not beeing popular to TV promoters. So i fixed time really messes with the production. And as the leagues primarily care about profits and a little less about fairplay and the sport itself (diffrent discussion) i doubt there will be major changes. It's just not in the interest of marketing and making money.

Play style does also effect this. City is so high because if City feel like slowing the game down and wasting some time... they just pass it about in defence. Also, whilst they can do perfectly good set pieces, they aren't specifically playing for them as they are perfectly capable of creating better chances in play. Some teams end up lower on this without actually ACTIVELY trying to waste time, because they are playing for corners, throw ins etc because they are good at set pieces and its thier best chance of scoring. Even without deliberately trying to waste time, if you win a corner it does take time to get everyone up and into position. I also think the reason its getting worse is because of the massive increase in hard pressing. It tires players alot more and so they want to create small breaks in play so they can catch thier breath to press again.

The reason the SCOTTISH Premiership is so low, is because in games involving Celtic and therangers, the opposition goalies takes about 30 seconds plus every time the ball goes out. It starts in the first minute. Then when the smaller clubs get free kicks, they take another 30 seconds to actually take it. Whenever Celtic get a free kick the opposition kick the ball away. EVERY TIME. They even kick it away when they get a free kick if they aren’t losing. Sunday against st midden was the first time this season I’ve seen a player booked for time wasting in the first half. Usually it’ll be a booking if they do in after 80 minutes. The only goalie I’ve seen booked in a Celtic match for time wasting was Fraser Forster. There’s also too much allowed for players feigning injury. On Sunday, after Greg Taylor’s handball, the game played for atleast 3 minutes before they pulled it back for var to award the penalty. That’s belasocally 3 minutes rhat didn’t happen. Then another couple of minutes at Celtics overturned penalty. There was a couple of injuries and a goal and 4 minutes got added. Second half had 5 goals, ten subs, a var reviews and they added 4 minutes again.

I think they should bring back booking players for not immediately retreating from a free-kick. If the player doesn't move back and the ball gets kicked against them, automatic yellow. Secondly, if the time wasting starts in the first half, the yellow comes out IN THE FIRST HALF. Throw-ins. 10 seconds to release the ball, or yellow card. We have to enforce shit, or it'll keep happening, also, retorspective bans for simulation that isn't addressed on the pitch, and those that are addressed, can be both overturned and extended.

One type of time wasting is obstruction of play from resuming, whether it be throw or freekick. Opposition try to throw or kick ball away (accidently) or keep it with themselves so that the said set piece is delayed. I this there should be a run the when referee whistles all players should refrain from touching ball until the decision is taken by refree to allow one team to resume the game. And anybody outside the game whether it be coach, subs or ball boys should be strictly punished for obstruction of play.

I'd just like to point out the idea that some players and managers may have that they get something out of time wasting is just perception. One could argue that that graph of premier league teams and how much time their matches generally have the ball in play is actually just a graph of those team's leaders'(managers and captains) confidence in their own squad's football/fitness. And you would probably say that their approaches to time wasting works for them if their perceptions of their own abilities is good. So you would probably say the likes of City and Newcastle actually have good perceptions of their own abilities which manifests in their positions on the table, despite having completely different approaches to time wasting and being at opposite ends of the graph.

Nothing in the world is that simple, but I would do two things to stop this: - If the game stops for an injured player (may or may not doing time wasting), the game timer stops and just starts when the ball starts rolling again; - When there is a player doing time on a corner, throw ins and fault, the referee should be able to just change the possession for the other team if it is taking too much time. (this one I think would be the best and most hated).

Futsal or saloon soccer, or saloon football, or whatever you want to call it, already does the stop time whenever the ball is not in play. In Europe i mean, not sure how it works in america. Its not the perfect system, but it is a lot better then what football has, it makes the winning team want to keep the ball, BUT IN PLAY, while the loosing team wants to press as hard as it can cause it has nothing to loose. I have a blast watching futsal and its honestly has the best last 5 minutes of any sport i watch, because teams are doing what i just said. Football can implement this, but we have more then a century of history whith this system and the resistance to it will be huge, both from players, fans, and specialy sponsors which actualy enjoy the game being stopped so people look at their ads.

I disagree with the narrative that it got better after the players „got the memo in Qatar“. It just looks like bad teams waste time more (according to that PC graph) and the more bad teams get knocked out the better time wasting gets. At least that will be a factor and the graph didn’t strike me as changing enough to expect an actual change in time wasting. Especially as the eye test didn’t give me that impression

Fake injuries, real injuries, encroachment and not allowing a team to quick restart all add up. The players themselves have voted in essence, to slow the game down. Stop letting 'injured players' immediately back on the field. The time they've wasted on the field, should be mirrored on the sideline. The referee themselves decide when to permit a player to reenter the field. Yellow cards for denying a team a quick restart should be increased dramatically. There is already laws in the game to punish players for ungentlemanly conduct, unsporting behavior and encroachment. The Fourth official's primary job was controling substiutions and "KEEP TRACK OF TIME", and of course be the warm bodied backup in case one of the three officials on the field went down.

This was a very interesting topic! My proposal would be that we first solve the much bigger issue of bad data presentation. I feel the biggest issue in the video was the use of a time series on the y-axis where going up the axis you went back in time. I took the resulting downward trend of the line for a variable that's increasing over time as a very personal 'fuck you'. Lets fix football!

LotG say that football has to be the same for everyone no matter it is a WC final or grassroots level match so there'd have to be at least two officials for every game with time stopping on the second one and many clubs in countries like mine, where the host team is ordered to pay refs for being officials (ofc I'm not talking about bribes) will dislike that or even stop existing.

Giving a player a yellow card for time wasting when the game is almost over just doesn’t make sense. If you start making those red cards and ensure that the officials enforce it (because just adding a rule doesn’t mean it’s enforced i.e. goalkeeper time wasting), time wasting would start going way down. And in my opinion, the problem with clock stoppages isn’t as much the fluidity of the game. If there is one thing to learn from American sports, it’s that if you give broadcasting networks even a hint of a possibility for a commercial break, they will milk it for all they can (I know the UK has the advantage of regulations on on the amount of commercials per hour on broadcasts, but not all other countries are as lucky). It’s at the point where in some sports the networks will actively look for stoppages in the game to declare a “TV Time Out” where everyone has to wait around while the network airs 3 minutes of ads. The amount of revenue that the broadcasting networks bring gives them a lot of power, so you don’t want to give them the chance. I don’t like time wasting, but even if all other methods of eliminating it don’t work, I would MUCH rather have time wasting as it is than start having frequent commercial breaks.
