Tan it's because if you're under 18 sag(the actors union) says you can't work as long and you have to do a few hours of school which would delay filming so they just have adults play the parts because there aren't work limits on them

Red is my favorite color Well, Tobey was 27 in the first 3 Spider-Mans and Andrew was about the same age when he was Spider-Man, so Tom is the closest in age that we've got. Also he was 19 in Civil War, so yeah he's definitely the closest in age.
