I completely agree Paulie as the aggressive and firm underboss would’ve been ideal, but I don’t believe that was practical because for most of the season Junior was officially the boss. In an unofficial manner Tony could’ve empowered Paulie as underboss but he’d officially still be on the same level as the other capos with no authority to tell them what to do. And we actually saw this play out when he tried to order Richie to build Beansie’s ramp

They actually have a separation for the situation you described in real life. There’s a street boss and an underboss position for the bigger families. Paulie could be the street boss and then Ralph could be underboss.

Paulie was probably the least ambitious of the regular characters. He wanted his piece through traditional organized crime channels which tony mentions is a liability in regard to showing legit income. Paulie even walked away from the Aprile crew money over superstition. This actually put him into a more survivable position because Tony didnt trust him enough with real responsibilities and at the same time he wasnt a target during the NY war.

When Furio arrives Tony changes the setup to him then Paulie and Sil then Furio and Big Puss. This makes Paulie the underboss. In a traditional setup this makes Paulie and Sil the ones to communicate with the capos and the boss, but Tony himself wrecks this by regularly meeting with his capos and having Furio drive him. A boss is not supposed to be a hands on leader. His arrangement with Junior means that he isn't the known boss of the family, or as Angelo Garepe says, one of two bosses. He even accepts that 3 NY families are led by a council. While this makes Junior the lightning rod, the fact that virtually everyone knows Tony is in charge makes that pointless. Johnny Sack's insistence on a sole leader is noted here, so that no one questions or shares authority. Ralphie's one asset is that he knows how to make money, but in a selfish way. We don't even know how he was made.

I always thought that the reason for why Paulie was given only the role of Capo and nothing more is that he was kind of a stunad of the first magnitude. But yes, it would still be probably better than to have no any consistent underboss at all. And yeah, killing Ralphie was a HUGE mistake on part of Tony. All I know is that he never had the makings of a varsity organized crime boss.

Amazing vidoe, pauly would have def been a better hoice than bobby for underboss near the end of the show, however I think tony knew almost for sure that pauly was the new york snitch talking to johnny sac, and therefore he didnt trust him, bobby may have been less violent and less of a go getter, but bobby was much easier to control...

Vito would have made a great underboss! I know, I know! But hear me out! *Prior to being exposed* , Vito was a loyal and intelligent capo regime who had never displayed the slightest ambitions vis-à-vis Tony's position as boss. Vito was a high earner. He was also a capable enforcer (Requiscat in pace, Jackie Jr.!) If Tony had somehow gotten wind of Vito's perverse proclivities first, he could have subtly let Vito know that Vito would be under his protection. The added loyalty which he would have thus won would have been immeasurably valuable! Of course, Tony would have had to "manage" or "curate" Vito's behavior to make sure that he didn't dance out of line. But esp. Vito's deviousness and cunning as a still-in-the-closet homosexual would have been valuable assets to Tony.
