Simon suffers from a split personality. The Ice Crown is imprinted with the personality that the genetically modified dinosaur Gunther perceives Urgence Evergreen (the original Ice King) to have. It's complicated.

So was Hood Sickle in Skylanders series yet still he's regarded as a villain turned good. But it's understandable that Ice King is regarded as a villain because of his insanity and because he wants to force princesses to marry him. Also, even his heart is evil and has a sick, twisted mind of it's own.

Angel L'Mae Roberson I think it's because Toffee is necessary evil, rather then him being pure evil, because he's not. If he was, he would of killed Marco inside that crystal glass that he was in just to sadistically see Star break, but insteas he did that cause he knew that Star was going to exchange her wand over Marco's life, and he even said that she is rumning out of time. Toffee is just a revengful villain who is a victim of curcumstances.

A vindictive madman (lizard) who killed 3 people multiple times, tormented a teenager into breaking the most important heirloom of her family and imprisoned her best friend all because of a finger. Not to mention took over his ex-ally's body, the wand, and stole Glossyrik. besides that, this is a list for villains, not evil. You think Ice King's evil? No, he's incapable of helping himself due to overwhelming magic.

Wow, I honestly didn't expect Ninjago to be on this list. I was a fan of the show for the first 2 seasons, and I thought about continuing watch the series again when I heard about the upcoming movie, but I'll have to check this out now.

I really like it but since the movie it just went... meh really. Huge plot holes between seasons 7 and 8. Not even explained in 9. Season 7 was the last proper one (they dared change the graphics to make them look lile the movie... monsters !) But i found season 6 boring in for quite a few episodes( in fact the big things happening are too far apart, just like legends of chima season 1).

Transformers Prime was such a great series and Megatron was one of the reasons why it was so great! I especially loved it in the film where he finally realises what oppression feels like and how his ideals for rule are wrong.

Although I am a little disspointed Bill Cipher's not No. 1, Im atleast glad he made it to the Watchmojo list. You could have atleast used better clips of him torturing and killing people turning people to stone, rearrange someone's face and turning a human's head inside out. He is probably the darkest sadistic menacing and scariest cartoon villain in a 'children's ' show. Seriously why the fuck is Ice King on this list?

Bill killed an army of Time police and an intergalactic baby. Enslaved and committed genocide in his dimension, made blood rain waterfalls. I'd say he is the most dark villain in a show. He's actually a very excited charismatic goofy person but actually says and does the most darkest villainous things.

kirbyboycoolness Well, he sabotaged Todd's rock opera, betrayed Herb after he got fired without contacting him for 20 years, slept with Emily behind Todd's back, destroyed his relationship with Charlotte by attempting to sleep with her daughter, and made Sarah Lynn OD right after she'd been sober for 9 months. Plus other countless heinous acts. Yeah, BoJack's clearly the most evil person on the show.

Chrysalis made the list because as villain she had more of an impact upon Equestria as a whole. When we first met her we were shown that she is clever and devious, by imitating Cadence she took control of Canterlot and set her army of Changelings loose. After her defeat we see later on in an alternate future where she had taken control of the land and hunted down survivors after the take over, where ponies went into hiding to either survive, or fight. And lastly saw her return and take full control of Equestria, she had taken everyone and replaced them with her changelings, seizing complete control. Tierk yes was a bad ass villain,he did steal magic from everyone. But after his defeat he was imprisoned in Tartaros once again.

The only reason Chrysalis didn't win, in both attempts, was because of a Deus Ex Machina. In a more realistic setting where the heroes don't always win every single time, Equestria would have been utterly screwed. I suppose you could argue the same about Tirek, but Chrysalis got away both times, with a third attempt surely imminent. Although I do think G1 Tirek is waaay more metal than any of the G4 villains have been, all G4 Tirek really has going for him is a deep voice, big muscles, and a DBZ-style fight scene. Also, Tirek got re-imprisoned. Chrysalis was never in prison to begin with.

Silver Screen Tirek is boring. Should've been Discord. Yes I know he's not that evil, but neither is Ice King, yet he's in the thumbnail, so I don't think that's a problem.

This list is good, but I think Pythor, Bill Cypher, and Doofenshmertz should have been higher on the list. Also you forgot to mention how Pythor ate his entire tribe, which was very dark for a series based off of a toy line.

I was somewhat annoyed that the Legend of Korra had different villains each season but, Zaheer was definitely the best and most interesting of those. I make videos about Avatar, if anyone is interested.
