They chose Venom in the Spiderman slot, but yah, arguably between Green Goblin, Venom, and Kingpin because while Doc Ock was there, he wasn't as good here as in some of the other cartoons. Maybe Carnage.

Lannister I was very surprised to see that he wasn't on this list or even mentioned! He did long term damage to Peter and set up a storyline revolving around what he did to MJ. Spider-Man's never flipped out on a villain in that show the way he did on Goblin

I think they chose Venom simply because he was a character who thrived the most during the 90's. An embodiment of all the dark, edgy villains, and anti-heroes that were everywhere in comics. (DUUUUUUUUUUDE, The 90's were AWESOME!)

I honestly think Him is a better villain than Mojo. He's just so evil and he really does grab your attention. Mojo is a just a bit too silly at times to be the best Powerpuff Girl villain

It's true. While BTAS is classic and one of the best shows of all time, The Simpsons simply had the greatest crack team of writers in the history of teleplay writing, particularly in the 90s when the show was at its prime. Now admittedly, I was about to be grumpy too when I saw Joker placed as runner up, but there is no topping Burns as an original TV villain. He also has more appearances than Joker, since Simpsons ran throughout the 90s, but BTAS sadly only ran for 5 seasons. If things were the other way around, and let's say BTAS ran throughout the decade, while Simpsons only ran 5 seasons, then Joker would probably be #1.

pluckyduck11y Doesn't matter, Joker should be number 1 anyways. Mr. Burns isn't even that much of a villain, a lot of times he is the protagonist. The only reason he's on this list is because Watchmojo is literally obsessed with Simpsons.

Exactly. And ran predominantly in the 2000's. Used the same criteria to push other villians or whatever they're rating into more fitting categories. Hell WatchMojo has generally considered the Spongebob as a whole more of a 2000's show than a 90's show.

Actually, Mojo-Jojo, is more of a teacher, rather than villan, since he DID help the Powerpuff Girls defeat the alien invaders, which explains Bubbles' high I.Q.--which means she's smarter than her two sisters & Mojo-Jojo himself!!!

Mark Hamil's Joker is the most Iconic, but you missed David Zanatos. Voiced by Johnathan Frakes He's so good at being the bad guy sometimes he comes off as heroic.

I would've put the Joker at 1. I assume you guys forgot about Cartman from South Park. Demona from Gargoyles definitely should've been on here, she's an incredible villain. Venom was only okay in Spider-Man: TAS and pales in comparison to The Spectacular Spider-Man's great version, the Kingpin deserved to be an honourable mention instead, and maybe even on the list.

...Hang on a tick, you disqualified the Shredder from the 90s list because the show got its start in the 80s -- but The Simpsons started in 1989, and you gave Mr. Burns the top spot. I'd agree that he's a strong contender as villains go, but if we're going by the rules of a show's initial run rather than when it hit its stride, as you argued with TMNT, then old Monty should be on the previous decade's list. Personally, I'd've moved Desdemona onto the main list, and given Hamill's Joker the top honors instead.

Mark Hashman in their Top 10 Cartoon Villains of the 1980s list, they disqualified The Simpsons for almost the exact same reason. As for going by the rules they set, Plankton should have been disqualified too since, like The Simpsons, SpongeBob Squarepants mostly came out in the 2000s (even though the first season debuted in 1999).

Exactly my point -- they're not following their own rules. When they disqualified The Simpsons from the 80s list, they justified it by saying that its impact was largely in the 90s rather than its pathetic first season; it's a fair point, except they used the precise reverse justification in this case, so their fair point rings a bit hollow in the end. It may sound like a petty gripe, but when you're doing itemized rankings and lists like this, it's really not too much to ask for some consistency in the criteria.

Also also, I can see Mr. Burns being on the list, but maybe on the #2 spot. #1 should've gone to the Joker, hands down, and Sideshow Bob should've at least been in honorable mentions. While Bob has failed at killing Bart (unless you count the Treehouse of Horror special), He's also very intelligent and artistically talented. Through his failures, he managed to befriend Lisa, become Mayor of an Italian village, frame Bart in his own fake death (WHILE bringing his own parents and brother into the mix willingly), and even started a family, plus much more. While Burns is a great villain, he is, at the end of the day, a corrupted rich guy. Bob is psychotic, through and through.

In my opinion this is a very poorly constructed list Mr.Burns and Plankton barely even qualify as villains and then there's mojo jojo who is more of a goofy annoyance than a true antagonist, I really do think they just picked these entries out of a hat and threw them in a random place on this list

This includes trying to frame Krusty the Clown, trying to kill Selma, rigged the election in Springfield, finally tried to kill Bart, attempted to blow up a nuclear bomb in Springfield, tried to use a suicide bomb strapped on a hypnotized Bart to kill Krusty and then from there he pretty much tried to kill Bart multiple times (and become a dictator).

I like how there are multiple characters on this list of voiced by Jim Cummings. The Nandos have a great voice for villainy. Also, very happy to see the joker from BTAS here, Mark Hamill truly is the best joker

You know, I also created a 1990s villain, but it was in 2011 when I did. His name is Wizard Waldo, and for those of you who are "Animaniacs" fans like I once was, Wizard Waldo is an evil wizard who wants to kill the Warners and cook them into a stew as a way of performing a sacrifice ritual to bring back his little brother, Egon. He is a mix between villains like Wizard Gargamel ("The Smurfs"), The Wicked Witch of the West ("The Wizard of Oz"), Witch Hazel ("Looney Tunes"), Maleficent ("Sleeping Beauty") and Jafar ("Aladdin"). Although a villain targeted for kids, he can be scary at points, but he's meant to be more of a comedic villain. As the case with Elmer Fudd, Yosemite Sam, Marvin, Tom, Sylvester, and Wil.E Coyote, Wizard Waldo's plans always backfire on him and get ruined like with Yakko, Wakko, and Dot cleverly missing the trap, or other circumstances.
