That when running out of that place Wally had a tear in his eye because he knows he barely made it out alive when he had his race with death so he was happy to Alive.

Wally fused with speedforce in another dimension, actually stripping himself of his personality. He was constantly running at max speed, and he created a crimeless city, stopping any crime as before it started. Also, Wally killed the whole justice league, including Superman, when he lost control of the speed force, meaning he might be as fast as the other 2 flashes without even taking in the full speedforce. Wallys speed force was blue in the comics, and anyone else who used blue speed force dies really quickly (approx 5 years) simply because it's too much to handle.

He also outran the speed force itself right before he got his Dr Manhattan powers.
