The fact that only Yhwach could steal his Bankai doesn't matter as it depends on Base Form, and yes Base Form Jugram or any other Quincy except Yhwach isn't Bankai Yama lvl, but Full Power? I would say uryu is a perfect counter against lille baro so him higher. Also Oetsu a bit higher imo.

@@AdMin-yi5zb nah oetsu is kinda overrated,his power level is pure headcanon given he only fights the pre auswhalen Elites and nearly lost to Askin(it may have been due to hax but he also slashed Askin point blank in the throat after his first slice and still failed to kill him) He lacks any scaling to stuff like the post auswhalen Elites so putting him higher is just going by speculation. He's not fodder,but he's deffo not top 15 in tybw and probably not top 20.

Yoruichi #18 cause it is state she was pretty equals to Byakuya at TYBW end but she has better abilities and hax. And stronger than Gremmy cause she washed people brain by making them fall in love x).

Think Yoruichi is better than Mayuri
