But you have to look at the club that they are going to. Arsenal are trying to contend for the title, whereas West Ham are trying to qualify for the Europa League. On paper, Zaza is a good signing for West Ham, whereas Arsenal probably needed someone better than Perez. Look at all the other title contending teams - City have Aguero, Utd have Zlatan, Chelsea have Costa... These guys will all score 20+ goals in the PL this season. Will Perez? Probably not...
